Significance of the Fifth Plenum

The Communist Party of China (CPC) began its four-day Fifth Plenum meeting in Beijing on October 26, 2026. Plenums are important gatherings of the Party’s Central Committee, where senior leaders discuss major political, organisational and economic issues. Their decisions guide government ministries, provincial administrations and state-owned enterprises.

The CPC holds a National Congress every five years to establish its broad political direction and elect the Central Committee. Between these congresses, plenums help translate the Party’s priorities into policy. Previous meetings have shaped China’s development, including the economic reforms initiated in 1978 under Deng Xiaoping and the universal two-child policy announced in 2015.

Unlike earlier Fifth Plenums, which generally focused on economic planning, the 2026 meeting is expected to emphasise comprehensive Party self-governance, anti-corruption measures and organisational discipline. The meeting comes ahead of the 21st Party Congress, expected in 2027, making leadership stability and institutional cohesion particularly important.

Impact on Governance, Economy and Xi Jinping’s Leadership

Since taking power in 2012, President Xi Jinping has made anti-corruption efforts and political discipline central to his leadership. Recent investigations have affected senior Party officials and military commanders, raising questions about the stability of China’s institutions. Reports suggest that a significant number of the Central Committee’s original members may no longer be able to participate because of potential purges.
