Minister of Refugees of the Islamic Emirate, Alhaji Khalil-ur-Rahman Haqqani was killed this afternoon in a barbaric attack by the enemies in an explosion at the Ministry of Refugees, said Kabul police in a statement refering to militant group Islamic State Khorasan which claimed responsibility for the attack.
