Democratic Control of Congress Raises Questions Over Trump’s Economic Agenda

The Democratic Party’s victory in the November 3 US midterm elections, which helped it regain control of both the Senate and the House of Representatives, could significantly influence President Donald Trump’s legislative and economic agenda. The change in political balance is expected to increase congressional scrutiny of the administration through investigations, hearings and subpoenas, potentially affecting decisions on tariffs, government spending and foreign policy.

The election outcome also triggered a positive response in financial markets. The S&P 500 rose more than 1.5% after the results, while US Treasury yields and the dollar declined. Indian markets also opened higher on November 5, with the BSE Sensex gaining 2.17% and the Nifty 50 rising 1.74%.

Analysts believe that increased political scrutiny could limit sudden policy changes and create greater stability in global markets. However, uncertainty surrounding US trade and foreign policy is likely to continue.

Implications for India’s Trade, Pharma and Oil Markets

For India, the Democratic victory could create opportunities in sectors such as pharmaceuticals, textiles, apparel, leather and gems and jewellery. A more cautious approach towards tariffs could benefit Indian exporters, particularly pharmaceutical companies facing the possibility of higher duties on generic drugs from 2028.

However, experts caution that an immediate improvement in India-US trade relations is unlikely. Existing presidential powers under Sections 232 and 301 allow the US administration to impose tariffs without direct congressional approval. Immigration restrictions, particularly concerning H-1B visas, could also continue despite the change in congressional control.

Oil markets may experience further volatility due to possible changes in Washington's approach towards Iran and Russia. Analysts expect geopolitical uncertainty to gradually ease, potentially reducing crude oil prices and India's import burden.

The election outcome could therefore influence global capital flows, currency movements, trade negotiations and energy prices, with significant implications for India's economic outlook.
