Court documents raise fresh concerns over alleged misuse of student aid at two private colleges as Ontario faces mounting criticism over its oversight of the funding programme.

Thousands of student financial aid applications linked to two private career colleges in Ontario reportedly originated from the same IP address, raising fresh questions about the administration of the province's Ontario Student Assistance Program (OSAP).
According to allegations contained in court documents filed by the Ministry of Colleges and Universities, more than half of the thousands of applications submitted last year by students at the two colleges came from a single IP address. The revelations have added to concerns over possible irregularities in the private career college sector, which is already facing increased government scrutiny.

Toronto Life reported that the province had received more than 200 tips concerning a network of schools. The complaints included allegations that some recruiters were submitting OSAP applications on behalf of students and even completing their coursework for them, according to the court documents. One of the colleges named in the documents, Academy of Learning, has strongly denied any wrongdoing. The institution is seeking a judicial review of the provincial government's decision to withhold its funding.
The college has also said it severed ties with certain recruiters and strengthened its admission procedures in response to the concerns.
Career colleges in Ontario are private, for-profit or non-profit post-secondary institutions that provide short-term, employment-focused vocational training. Their programmes are designed to equip students with practical skills and qualifications for specific occupations.
Courses typically cover areas such as applied arts, information technology, skilled trades and human resources, with students seeking industry-relevant training to improve their employment prospects. These institutions operate under provincial regulation through the Superintendent of Career Colleges. Academy of Learning, Medix College, triOS College and CIMT College are among the institutions operating in Ontario.
The latest allegations come as the provincial government faces mounting criticism over its handling of OSAP and the oversight of private career colleges. Ontario recently froze OSAP funding for all private career colleges and announced an audit of the sector following concerns about the administration of student aid payments.
Critics have accused the government of failing to exercise adequate oversight and respond promptly to potential misuse of public funds. They have also questioned changes to the OSAP funding model introduced in February, arguing that the reforms unfairly affected students who depend on financial assistance to pursue higher education.
The government has defended the changes, maintaining that the previous funding model was financially unsustainable. Under the revised system, the province reduced the maximum share of OSAP assistance available as grants from 85% to 25% of the total aid package, shifting a greater proportion of support towards loans.
The controversy has left students facing uncertainty over financial support, while questions persist over how effectively the province monitored institutions receiving public education funding.
