Allahabad High Court order directing UP STF to verify educational certificates of Classes 1 to 8 government school teachers.

The Allahabad High Court has directed the Uttar Pradesh Special Task Force (STF) to verify the educational qualifications and appointment records of all teachers working in government basic schools across the state. The order covers teachers teaching Classes 1 to 8 and aims to identify appointments allegedly secured through forged certificates or the misuse of other individuals' academic documents.

In its order dated October 16, 2026, a single-judge bench of Justice Vinod Diwakar instructed teachers to submit clear copies of their appointment letters and educational documents to their respective Basic Shiksha Adhikaris (BSAs) within one week of receiving the notification issued by the district authorities.

The court also warned that any negligence or failure to perform duties by officials overseeing the verification exercise would be viewed seriously. The officers concerned could be held personally accountable for dereliction of duty, according to reports published by The Indian Express and Hindustan Times.

The matter is scheduled for further hearing on November 4, 2026, when the court will review compliance with its directions.

Allahabad High Court Orders Verification of UP Teachers' Certificates

Under the court's directions, teachers must submit documents establishing their academic qualifications and eligibility for appointment. These include certificates relating to High School, Intermediate, graduation, B.Ed., BTC, D.El.Ed., B.El.Ed., TET, CTET and other qualifications applicable at the time of recruitment.

The verification will cover the qualifications required for each teacher's appointment, taking into account the eligibility criteria in force when the recruitment took place.

District BSAs have been instructed to compile detailed records of teachers in an Excel sheet. The information must include each teacher's name, appointment date, educational qualifications, minimum eligibility requirements applicable at the time of appointment and merit score under the relevant government notification.

The compiled records, along with supporting documents, must then be forwarded to the appropriate STF range office for verification.

Teachers Must Disclose Relatives Working in the Education Department

The High Court has also directed all covered teachers to submit notarised affidavits disclosing details of their immediate relatives, whether serving or retired, who have held positions at the level of Basic Shiksha Adhikari or above in Uttar Pradesh's education department.

Teachers who do not have relatives falling within this category must provide an undertaking to that effect.

The court has asked the STF to establish an appropriate mechanism for checking the submitted documents. The force may seek assistance from the district's Senior Superintendent of Police, Superintendent of Police or police commissioner, wherever necessary.

The state Director of Education and the Additional Director General of Police heading the STF have been directed to supervise the exercise. The court expects the authorities to coordinate closely to ensure that the verification proceeds without unnecessary delays.

STF Investigation Flags Alleged Fake Teacher Appointments

The directions were issued while the court was hearing a petition filed by a teacher named Kusumlata. According to reports citing the proceedings, an STF investigation found that the petitioner had allegedly secured employment using the educational documents of another woman, Kusumlata Srivastava, who was already working as an assistant teacher in Gorakhpur district.

The court was informed that the petitioner had not appeared before the STF for verification on October 12 and 13, 2026.

During the proceedings, the bench took note of findings indicating that several teachers had allegedly obtained government jobs using forged educational certificates or documents belonging to other people. In some instances, 10 or more individuals were reportedly appointed using the same set of educational documents.

The findings prompted the court to call for a comprehensive examination of teacher appointments across Uttar Pradesh's basic education system.

Court Raises Concerns Over Quality of Education in Government Schools

The High Court linked the issue of allegedly fraudulent appointments to broader concerns about the quality of education in government primary schools.

The bench observed that declining student enrolment and the closure of primary schools could not be attributed solely to a lack of resources. It also raised concerns about teaching standards, teacher performance and the quality of education delivered to students.

The court emphasised that an effective teacher needs more than subject knowledge. Regular attendance, the ability to teach children, patience, fairness and a commitment to students' learning are also essential, particularly for children from disadvantaged backgrounds and first-generation learners.

The bench noted that public spending on facilities such as textbooks, uniforms and mid-day meals must be accompanied by effective teaching and accountability.

Previous Court Directions on Fraudulent Teacher Recruitment

The latest order also refers to earlier judicial directions issued in January 2026 concerning teachers who allegedly obtained appointments through fraudulent means.

According to reports, the earlier directions called for appropriate action against such appointments, including cancellation of appointments and recovery of salaries wherever legally permissible. The court had also directed authorities to initiate disciplinary and penal action against officials found to have colluded in, assisted or deliberately overlooked fraudulent recruitment.

The latest verification exercise is intended to establish a clearer record of teachers' qualifications and recruitment details and help the authorities take appropriate action in cases where irregularities are confirmed.

UP Teacher Certificate Verification: What Happens Next?

The district education authorities must collect the required documents and forward the compiled records to the relevant STF offices. The STF will undertake verification under the supervision of senior police and education officials.

The Allahabad High Court has scheduled the next hearing for November 4, 2026, to examine compliance and consider further proceedings.

Teachers working in Uttar Pradesh government basic schools should follow the formal instructions issued by their respective district authorities regarding document submission. Any further action against an individual teacher would depend on the findings of the verification process and the applicable legal procedures.
