Delhi’s Education Department has proposed replacing daily payments with fixed monthly remuneration for guest teachers, along with dearness allowance and eight days of casual leave annually.

The Directorate of Education (DoE), Delhi, has proposed revising the remuneration structure for guest teachers working in government schools. Under the proposed arrangement, teachers would receive fixed monthly payments calculated using basic pay and dearness allowance (DA), instead of the existing per-day payment system.
The proposal, detailed in documents dated October 15, 2026, covers postgraduate teachers (PGTs), trained graduate teachers (TGTs), primary teachers (PRTs) and certain other teaching categories, including educational and vocational guidance counsellors (EVGCs).

The proposed changes aim to provide greater predictability in monthly earnings for guest teachers who work against sanctioned vacant posts and perform duties comparable to those of regular teachers.
However, the revised remuneration structure remains a proposal. Teachers should wait for an official implementation order before treating the new salary figures as final.
The proposed monthly remuneration includes basic pay and DA calculated at 60% of basic pay.
| Teacher category | Basic pay | DA at 60% | Proposed monthly remuneration |
|---|---|---|---|
| PGT, including EVGC | ₹47,600 | ₹28,560 | ₹76,160 |
| TGT, including miscellaneous teachers | ₹44,900 | ₹26,940 | ₹71,840 |
| PRT | ₹35,400 | ₹21,240 | ₹56,640 |
The proposed amounts are rounded to the nearest rupee. The applicable DA rate would change in line with revisions made by the government from time to time.
Under the proposed terms, guest teachers would receive basic pay plus dearness allowance. House rent allowance (HRA) and other allowances would not be admissible under this arrangement.
This distinction is important because the proposal introduces a fixed monthly payment structure but does not provide for every allowance available to regular government employees.
Teachers should refer to the final government order for the definitive terms and conditions applicable to their appointments.
The proposal also outlines provisions for casual leave. Guest teachers would be eligible for eight days of casual leave in each financial year, calculated on a pro-rata basis.
The proposed conditions state that:
Unused casual leave would not be carried forward to the next financial year.
Casual leave would not be encashable.
Absence beyond the permitted leave entitlement would attract a proportionate deduction from monthly remuneration.
The proposed daily deductions for excess absence are as follows:
| Teacher category | Proposed deduction per day |
|---|---|
| PGT, including EVGC | ₹2,539 |
| TGT, including miscellaneous teachers | ₹2,395 |
| PRT | ₹1,888 |
These deductions are based on the proposed fixed monthly remuneration and would apply subject to the final rules.
The proposal also addresses remuneration during school vacations. Guest teachers who have worked continuously and remain engaged before the commencement of the summer vacation would be eligible for fixed monthly remuneration during the summer and winter vacations, according to the proposed conditions.
The provision is intended to establish greater continuity in payments for eligible teachers. Its application would depend on the conditions specified in the final implementation order.
The proposal marks a potential change in the payment structure for guest teachers in Delhi government schools. However, the publication of proposed salary figures does not by itself establish that the revised arrangement has received all necessary approvals or taken effect.
Guest teachers should monitor official announcements from the Directorate of Education and the Delhi government for confirmation of the final salary structure, eligibility conditions, leave rules and implementation date.
