IIIT Ranchi student death: Education Ministry panel to probe emergency care, hostel facilities and support systems

The Ministry of Education has constituted a three-member committee to investigate the death of a first-year student at the Indian Institute of Information Technology (IIIT) Ranchi and examine alleged gaps in emergency medical facilities, hostel infrastructure and student support services.

The committee is headed by University of Delhi South Campus Director Professor Rajni Abbi. A senior psychiatrist and a senior Ministry of Education official will serve as the other members.

The panel will investigate the circumstances surrounding the incident, review the implementation of relevant guidelines and assess the functioning of basic campus facilities, counselling and mentoring services, and student grievance redressal mechanisms. It will also identify systemic gaps and recommend corrective measures to strengthen student welfare.

The inquiry follows the death of 20-year-old Aditya Kumar, a first-year student from Purnia district in Bihar, who was found dead in his hostel room at the institute's Khelgaon campus on the night of Oct 10.

According to reports, hostel residents alerted the institute administration after finding his room locked from the inside and receiving no response to their knocks. He was subsequently found hanging from the ceiling fan. Police are investigating the circumstances surrounding his death.

The incident sparked protests on campus, with students alleging that inadequate emergency medical arrangements delayed assistance.

They raised concerns about the availability of an ambulance, its medical equipment and the functioning of the hostel lift. Students also alleged that the ambulance driver was unavailable. These claims have not been independently established.

The protests continued over the following days, with students demanding the resignation of institute director Professor Rajiv Srivastava and accountability from the administration.

Students also highlighted concerns about hostel conditions, including food quality, drinking water, electricity supply and transport facilities.

Police said no suicide note had been found and that an investigation was underway to establish the circumstances of the death. Academic pressure was mentioned in some reports as a possible factor, but the cause of the incident has not been conclusively established.

Committee to examine counselling and student grievance redressal systems

The Ministry of Education said the committee would review whether relevant guidelines were being implemented at IIIT Ranchi, focusing on the availability and functioning of essential campus facilities and institutional support systems.

The panel will assess counselling and mentoring arrangements, along with the mechanisms available to students for raising grievances and seeking assistance. It will also examine whether existing systems adequately address students' concerns and support their well-being.

As part of the inquiry, committee members will interact with stakeholders and review relevant records and documents. Based on its findings, the panel will identify shortcomings and recommend corrective measures to improve campus facilities and institutional support.

The review is intended to assess not only the circumstances surrounding the student's death but also the effectiveness of the systems designed to provide students with medical assistance, counselling, mentoring and grievance redressal.

Ministry announces interim administrative arrangements

Alongside the inquiry, the Ministry of Education has said it is making suitable interim administrative arrangements to ensure the smooth and effective functioning of IIIT Ranchi, keeping students' interests and well-being in mind.

The measures are intended to maintain the institute's operations while the committee examines the incident and the broader concerns raised about campus facilities and student support. The ministry has not announced a deadline for the submission of the committee's report.

The inquiry comes amid student demands for accountability and improvements to campus infrastructure, emergency arrangements and welfare services. The committee's findings are expected to inform recommendations on addressing identified gaps and strengthening institutional mechanisms to support students.
