Syria partners with German firm to bring AI training and digital upgrades to public universities

Syria’s Ministry of Higher Education and Scientific Research has signed a memorandum of understanding with German advanced technology company AGT to support innovation at public universities and upgrade their technological infrastructure.

The agreement was signed at the ministry’s headquarters in Damascus on Oct 21, in the presence of Higher Education Minister Marwan al-Halabi, according to the Syrian Arab News Agency (SANA).

The partnership is intended to support innovative projects at public universities, improve digital systems and expand technical training for university and ministry staff.

Focus on university innovation and technology

Under the memorandum, the ministry and AGT plan to support and develop business incubators at public universities. These incubators are intended to provide support for innovative projects and help develop ideas within university settings.

The agreement also covers upgrades to technological infrastructure and improvements to smart network management at the ministry and its affiliated universities.

The proposed measures would extend to the systems used to manage university and ministry operations, although SANA’s report did not specify the institutions involved, the funding allocated or a timeline for implementation.

AI training and digital library plans

The memorandum provides for specialised workshops in artificial intelligence, cybersecurity and digital transformation. It also includes staff training and educational development.

Another planned component is the establishment of a smart digital library in Syria. The report did not provide details about its proposed launch date, digital resources, participating universities or access arrangements for students and researchers.

The agreement does not specify whether AGT will provide financial investment, equipment or technical services directly, or how the two sides will measure the programme’s results.

The memorandum marks a new cooperation initiative between Syria’s higher education ministry and a German technology company. Its practical impact will depend on how the planned training, infrastructure upgrades, business incubators and digital library are implemented.
