Uttar Pradesh Chief Minister Yogi Adityanath announced on April 4 that the state has successfully reduced its out-of-school children rate from 19% to just 3%, crediting sustained education reforms for the achievement.

Speaking at a program in Varanasi to launch the 'School Chalo Abhiyan,' distribute textbooks for the new academic session, and hand out certificates to 'Nipun' schools and students, the chief minister highlighted the government’s focus on inclusive and quality education.

“Out-of-school rates in Uttar Pradesh have reduced from 19% to 3%. This reflects the success of our continuous efforts to bring every child into the education system,” he said.

Adityanath emphasized the state’s investment in education, stating, “The state government spends over ₹80,000 crore on school education, ensuring better infrastructure and improved access.”

He highlighted the expansion of Kasturba Gandhi Balika Vidyalayas in every block, now approved up to Class 12, to support girls from underprivileged backgrounds. “This will ensure that girls from weaker sections can continue their education without interruption,” he added.

Focusing on early childhood education, the chief minister announced that 'Bal Vatika' classes will be introduced in every Anganwadi center for children aged 3 to 6 years. “This initiative will help develop foundational learning skills before children enter Class 1 at the age of six,” he said.

Adityanath also praised proactive leadership, citing the example of the Chitrakoot District Magistrate enrolling his own child in a government school. “Teachers should enroll their children in the same schools where they teach. This will strengthen accountability and improve quality,” he said.

Urging educators to ensure 100% enrollment, he added, “Visit nearby villages, knock on doors, and find out why children are not attending school. Engage with parents and ensure that every child returns to the classroom.”

The chief minister emphasized a move away from rote learning. “The era of rote learning is over. Teachers must focus on conceptual clarity and skill-based education. Students should be taught how to solve problems through simple methods so that learning becomes meaningful and long-lasting,” he said.

Recalling the state of schools before 2017, Adityanath said many government schools were in poor condition and facing closures. “When our government came to power, we witnessed poor infrastructure and high dropout rates across districts,” he noted.

He highlighted the impact of initiatives like 'Operation Kayakalp' and 'NIPUN Bharat,' which improved school facilities and fostered curiosity and regular attendance among students.

“These programs have improved basic facilities in schools and ignited curiosity for learning among children, leading to increased attendance,” he said.

The CM added that NITI Aayog has recognized the state’s efforts, validating the results of Uttar Pradesh’s education reforms.
