The revised framework aims to strengthen academic integrity by introducing graded disciplinary measures and reinforcing the importance of original research in doctoral programs.

The University Grants Commission (UGC) has rolled out a revised regulatory framework for doctoral research, imposing stricter penalties for plagiarism and placing greater accountability on research supervisors as concerns grow over the misuse of artificial intelligence tools in academic work.
The updated regulations are aimed at safeguarding the originality and credibility of PhD research, with the UGC reiterating that doctoral theses must be based on a scholar's independent research, analysis, and conclusions.

Under the new framework, penalties will vary according to the extent of plagiarism detected in a thesis.
Scholars whose work contains plagiarism between 10% and 40% will be required to revise and resubmit their thesis within six months. Their research evaluation process will remain on hold until the necessary corrections are completed.
For plagiarism levels between 40% and 60%, scholars will be prohibited from submitting their thesis for one year, resulting in a significant delay in the completion of their doctoral program.
The most stringent action will apply to cases where plagiarism exceeds 60%. In such instances, universities may cancel a scholar's PhD registration, effectively ending the doctoral candidature.
The revised rules also expand responsibility to research supervisors, making them accountable for ensuring academic integrity in the work they oversee.
According to the UGC, supervisors linked to cases of substantial or repeated plagiarism could face disciplinary action. The penalties may include restrictions on supervising new doctoral candidates or, in severe cases, the withdrawal of eligibility to guide PhD scholars altogether.
In addition to plagiarism controls, the regulator has reinforced the mandatory submission of doctoral theses to the Shodhganga repository to improve transparency and public access to research.
Universities have begun implementing the requirement. At Patliputra University in Bihar, research scholars must submit a digital copy of their thesis and the prescribed application to the university's PhD cell within a week of completing their viva voce examination.
Degree notifications will be issued only after the process is completed, while non-compliance could result in the withholding of the PhD degree.
The latest measures form part of the UGC's broader effort to strengthen research standards across higher education institutions.
With AI-generated content becoming increasingly accessible, the regulator has sought to establish clearer safeguards to maintain academic integrity and reinforce confidence in doctoral scholarship.
