The proposed institutions will emphasize practical learning, employment-oriented courses, mentorship initiatives, student incentives, and technology-driven education aimed at improving career opportunities for minority communities statewide.

Telangana Chief Minister A Revanth Reddy has announced a new plan to establish special degree colleges for minority students across 10 district headquarters in the state, with a strong focus on skill development and Artificial Intelligence training aimed at improving employment opportunities.
The announcement was made during a high-level review meeting on minority welfare held on May 8, where the chief minister outlined a broader roadmap for education, employment support, welfare schemes, and infrastructure development for minority communities.

The proposed institutions are expected to move beyond conventional academic models by combining degree education with practical industry-oriented training.
Focus on Skill Development and AI Training
According to an official release, the chief minister said the upcoming colleges should prioritize employability and practical learning rather than functioning as traditional degree institutions.
Reddy instructed officials to ensure that the curriculum includes skill development programs and AI-based training modules capable of preparing students for changing job market demands.
He emphasized that the institutions should directly help students secure employment opportunities after graduation.
The chief minister’s announcement comes at a time when several state governments are increasingly attempting to integrate technology-based learning and skill-oriented education into higher education systems.
Expansion Across Telangana Districts
The decision also reflects the administrative transformation Telangana underwent after state reorganization.
While undivided Andhra Pradesh earlier had 10 districts in the Telangana region, the previous Bharat Rashtra Samithi government later reorganized the state into 33 districts to improve governance and administrative outreach.
Under the new proposal, minority degree colleges are expected to be established in the headquarters of 10 districts. Officials are likely to finalize locations, infrastructure planning, and implementation timelines in the coming stages.
Proposal for Minority Student Incentives
During the meeting, the chief minister also suggested extending academic incentives to minority students on the lines of schemes already available for meritorious students belonging to BC, SC, and ST communities.
He directed authorities to prepare a dedicated program specifically designed for minority students to support academic achievement and career advancement.
The government is expected to examine possible scholarship structures, incentive models, and support mechanisms under the Minority Welfare Department.
Mentorship for Minority Civil Service Candidates
In another significant direction, Reddy instructed officials to identify candidates from minority communities who were selected in Group 1, Group 2, and Group 3 services.
The chief minister proposed involving such candidates within the Minority Welfare Department to help them better understand welfare programs and administrative functioning.
Officials were asked to create a mentorship-based system where selected candidates could gain direct exposure to departmental initiatives and implementation processes.
Religious Welfare and Infrastructure Measures
The meeting also reviewed several welfare issues related to religious institutions and minority communities. The chief minister directed authorities to ensure timely and regular payment of honorariums to Imams and Mouzams.
He further instructed officials to allocate land for Khabarstans, or burial grounds, in areas where government land is available. Officials were told to identify suitable locations and address pending land-related requirements connected to burial facilities in different districts.
Musi Rejuvenation Project and Cultural Spaces
As part of discussions related to the Musi Rejuvenation Project, the chief minister also proposed construction of multiple religious structures alongside one another.
According to the official release, the project would include the construction of a mosque, church, Gurudwara, and temple within the broader redevelopment initiative.
Reddy said these spaces should not only serve religious purposes but also help people understand different faiths and cultural traditions.
The chief minister emphasized that the structures should reflect India’s composite cultural heritage and Telangana’s long-standing “Ganga-Jamuni Tehzeeb.”
Officials were directed to ensure that the architectural and cultural design of the project promotes interfaith understanding and showcases the shared social fabric of the region.
The latest announcements indicate that the Telangana government is attempting to combine minority welfare policies with education reform, employment generation, and cultural inclusion as part of its broader governance agenda.
