Andhra Pradesh clears higher education reforms, moves to streamline fee regulation

The Andhra Pradesh Cabinet has approved a set of decisions across sectors, with higher education reforms among the key measures cleared to strengthen governance and streamline systems in the state.

The Cabinet approved an Ordinance to amend the AP Higher Education Regulatory and Monitoring Commission Act, 2019, aimed at improving transparency and streamlining fee regulation in higher education institutions.

Addressing the media on April 10, Information and Public Relations Minister Kolusu Parthasarathy said the Cabinet also cleared proposals related to irrigation, public health, administration, and urban infrastructure.

He said ad hoc promotions were approved for 58 eligible Deputy Executive Engineers as Executive Engineers to address administrative gaps caused by unresolved seniority disputes. The move, based on a “fair share” principle, was expected to ensure smooth functioning and prevent delays in ongoing irrigation works.

The Cabinet also ratified the nomination-based award for construction of a retaining wall on the PABR Right Canal in Anantapur district, citing urgency in restoring water flow. Administrative sanction was granted for the Alturupadu Balancing Reservoir in Nellore district at a revised cost of ₹679.20 crore.

In the health sector, the Cabinet approved the setting up of a Disease Monitoring and Decision-Making Center under the Integrated Disease Surveillance Program, with an outlay of ₹5.73 crore. The center will use advanced analytics and AI to improve disease tracking, early warning systems, and policy response.

The Cabinet also cleared implementation of the AP Public Employment Order, 2025, issued by the central government, enabling reorganization of local cadres and recruitment processes.
