Government Meets Floor Leaders Ahead of Parliament’s Winter Session

A day before Parliament’s Winter Session opens, the government convened a high-level all-party meeting on Sunday to brief floor leaders on the legislative agenda and seek bipartisan cooperation for the 15-day sitting. The meeting, held in New Delhi, brought together key representatives from across the political spectrum amid anticipation of heated debates on electoral reforms, national security and the government’s new legislative proposals.

Senior Union Ministers Rajnath Singh, Kiren Rijiju, and Arjun Ram Meghwal represented the government during the discussions. J.P. Nadda, Union Minister and Leader of the House in the Rajya Sabha, was also present in his dual capacity as a key parliamentary strategist for the ruling party.

From the Opposition, leaders including Jairam Ramesh, Gaurav Gogoi and Pramod Tiwari of the Congress; T. R. Baalu (DMK); Derek O’Brien (TMC); and E. T. Mohammed Basheer (IUML) attended the meet. Others present were Manoj Jha (RJD), Harsimrat Kaur Badal (SAD) and Sanjay Jha (JD-U), reflecting broad participation from major regional and national parties.

Key issues raised by Opposition

The Opposition used the platform to convey its intention to raise several issues during the session, including:

  • The Special Intensive Revision (SIR) of electoral rolls, which has triggered concerns over transparency and implementation.
  • The recent Delhi blast, with demands for a detailed discussion on internal security lapses.
  • Broader questions surrounding India’s foreign policy shifts, particularly in the context of regional developments.

Opposition leaders stressed that the government must ensure adequate time for debate rather than rush through legislation in what they termed a “brief session.”

Government’s agenda for the session

The Winter Session, which will run from December 1 to December 19, is expected to feature several new bills, including proposals relating to nuclear regulation, education reforms, economic governance, and amendments to existing financial legislation. The government reaffirmed its readiness to engage in constructive debate and urged cooperation to minimize disruptions in both Houses.

A shorter session under spotlight

With only 15 sittings scheduled—compared to the typical 20—the Opposition has raised concerns over reduced legislative time. Parliamentary Affairs Minister Kiren Rijiju reiterated that although the session is shorter, the government intends to introduce a “focused and essential” set of bills requiring timely deliberation.

The all-party meeting, a customary precursor to any parliamentary session, was aimed at fostering a cooperative environment. Whether that spirit holds inside the Lok Sabha and Rajya Sabha will become clear as the Winter Session begins on Monday.
