The Union Public Service Commission (UPSC) will implement Aadhaar-based biometric authentication and AI-powered surveillance across its examination centers starting June 2025.
The move aims to enhance exam security and prevent impersonation and other malpractices.
The decision comes in response to recent controversies, including the Puja Khedkar forgery case, that have raised concerns about malpractices in high-stakes recruitment exams.
While the Civil Services (Preliminary) Examination 2025—set to take place across 80 centers with nearly 9.5 lakh candidates—will not be impacted, the new security measures will be introduced in all subsequent examinations.
The UPSC has stated that the rollout will follow a phased and systematic approach to ensure smooth implementation.
Under the new framework, candidates will be required to complete Aadhaar-based fingerprint verification during both the registration process and on exam day.
Identity checks will include biometric data and facial recognition technology to prevent impersonation.
Additionally, e-admit cards will feature QR codes, which will be scanned on-site using handheld devices for real-time verification.
Live AI-based CCTV surveillance will also be deployed to monitor examination halls, control rooms, and entry and exit points.
Every classroom will be equipped with at least one CCTV camera per 24 candidates, providing continuous visual coverage and automated alerts for unauthorized movement, inactive invigilators, or technical disruptions.
"This is not just a security measure but a commitment to a free, fair, and impartial examination process," a UPSC official said. "The adoption of advanced technologies will help us eliminate malpractice and restore public confidence in the system."
Candidates will be given detailed instructions and support to adapt to the new system, ensuring that the transition is secure yet seamless.
According to the commission, these changes align with a broader trend in national recruitment processes, where agencies like the Staff Selection Commission (SSC) have also begun using biometric systems to enhance exam integrity.
By integrating biometric and AI technologies, the UPSC aims to set a new benchmark for transparent and credible recruitment practices in India’s competitive public service examinations.
