According to the Office of the Registrar General of India, a literate individual is defined as someone who is 7 years old or older and can read and write with comprehension in any language.

The Department of School Education and Literacy has implemented a revised definition of literacy in accordance with NEP 2020 and the objectives of SDG 4.6.

Literacy is currently described as the capability to read, write, and calculate with understanding, in addition to essential life skills like digital and financial literacy. This broadened definition seeks to guarantee complete societal involvement and economic advancement.

A state/UT that attains 95% literacy is regarded as completely literate.

Current Situation

India’s overall literacy rate for those aged 7 and older, in both rural and urban settings, is recorded at 80.9% for the years 2023–24.

India's literacy rate has increased from 14% upon independence to around 80.9% in the year 2023–24.

Mizoram has attained “full literacy” status, achieving 98.2%, exceeding the 95% benchmark established by the Ministry of Education according to the 2023–24 PLFS survey.

Previously, Ladakh was the first administrative division to announce complete functional literacy under ULLAS (Understanding of Lifelong Learning for All in Society).

According to the PLFS 2023–24 MoSPI survey, Andhra Pradesh (72.6%) and Bihar (74.3%) record the lowest literacy rates.

ULLAS – Nav Bharat Saaksharta Yojana (New India Literacy Initiative)

– This is a centrally funded program (2022–2027) aligned with NEP 2020, focused on educating adults 15 years and older who did not receive formal education.

– It consists of five elements: Foundational Literacy and Numeracy, Essential Life Skills, Basic Education, Vocational Skills, and Ongoing Education.

– Its goal is to make Bharat – Jan Jan Saakshar, rooted in the essence of Kartavya Bodh and executed through volunteer efforts.
