The Physical Education Professionals’ Module on the National Sports Repository System will create a nationwide database of PE teachers and support a more structured approach to identifying sporting talent from schools and colleges.

The Ministry of Youth Affairs and Sports has launched a new digital initiative aimed at bringing physical education professionals into India’s grassroots sports talent identification process.
Union Youth Affairs and Sports Minister Mansukh Mandaviya launched the Physical Education Professionals’ Module on the National Sports Repository System (NSRS) on Oct 1. The initiative is intended to create a structured database of physical education teachers and professionals across the country while supporting a more systematic approach to identifying young sporting talent.

Under the initiative, information about physical education professionals, including their qualifications, skills and areas of specialisation, will be mapped through the repository. The government plans to organise this information across district, state and national levels.
Mandaviya has called for a nationwide registration campaign for physical education teachers and set a six-month timeline for completing the repository. The progress of the exercise will also be reviewed periodically, according to the Ministry of Youth Affairs and Sports.
The initiative places greater emphasis on the role of PE teachers in spotting sporting potential at an early stage.
Schools and colleges are often where children first participate regularly in physical activities and organised sports. PE teachers can observe students over time and may be able to identify particular physical abilities, sporting interests or skills that could be developed further.
The government is seeking to connect this existing presence at the school and college level with a more organised talent identification system.
Mandaviya has called for India's sporting talent search to follow a scientific approach, beginning at schools and colleges and moving through district and state levels before reaching the national level.
The ministry has also highlighted the role of sports science in the wider development of athletes. This includes not only recognising potential talent but also supporting athletes as they progress through training and higher levels of competition.
National database of PE professionals
The Physical Education Professionals’ Module has been added to the National Sports Repository System, a centralised digital platform that maintains information about stakeholders connected with India's sports ecosystem.
Through the new module, the government wants to build a national-level repository of physical education professionals.
The database is expected to provide a clearer picture of the expertise available among PE professionals across different parts of the country. Mapping their areas of specialisation could also help identify professionals with particular skills and potentially provide them with opportunities for greater exposure, according to the ministry.
The initiative is therefore not limited to identifying athletes. It also seeks to create a structured record of the professionals who work with young people at the grassroots level.
India has traditionally relied on schools, colleges, academies and local sporting institutions as important points of entry for young athletes. However, identifying promising talent at such an early stage can be difficult when there is no coordinated mechanism to connect observations made locally with higher-level sports programmes.
The new module seeks to strengthen this link by bringing PE professionals into a centralised digital system.
The proposed process begins with identifying potential at the school and college level. Promising athletes can then potentially move through district and state-level systems before reaching national-level programmes.
The emphasis on scientific talent identification is also intended to make the process more structured rather than relying solely on conventional selection methods.
Mandaviya has said the initiative should be treated as a broader mission for sports development rather than merely the launch of a digital module.
Six-month deadline for repository
A key part of the initiative is the government's timeline for building the repository.
Mandaviya has directed that the nationwide database of physical education teachers be completed within six months. The ministry will also monitor its progress through periodic reviews.
The launch was attended by officials and representatives from organisations including the Ministry of Youth Affairs and Sports, the Sports Authority of India, the Lakshmibai National Institute of Physical Education, the Lakshmibai National College of Physical Education and the Physical Education Foundation of India.
The government hopes that bringing PE professionals into a common national platform will strengthen the connection between schools, grassroots sports and India's larger athlete development system.
If implemented effectively, the initiative could give physical education teachers a more formal role in identifying young athletes and connecting sporting potential seen on school and college grounds with the wider competitive sports structure.
