The Union Minister for Environment spoke at the inaugural Sagarmatha Sambaad in Nepal, unveiling a five-point international strategy aimed at safeguarding delicate mountain ecosystems, particularly in the Himalayas
Main Takeaways From the Speech
“Sagarmatha”, translating to ‘Head of the Sky’, represents the grandeur and duty of safeguarding mountain environments. Sambaad (dialogue) takes its name from Sagarmatha, the tallest mountain in the world (Mt. Everest).
He highlighted the common cultural and ecological connections between India and its neighboring Himalayan countries.
South Asia is home to 25% of the world's population, yet it has only contributed 4% to historical CO₂ emissions. However, nations such as India experience an unequal burden from climate change.
Moreover, developed nations are not meeting expectations regarding climate finance, technology transfer, and capacity development.
He advocated for cross-border collaboration through the International Big Cats Alliance for species such as snow leopards, tigers, and leopards, and additionally emphasized India’s advancements under Project Snow Leopard.
Five-Point Global Action Strategy Suggested by India
Improved Scientific Collaboration: Boosting research partnerships, and observing cryospheric shifts, water cycles, and biodiversity.
Enhancing Climate Resilience: Allocating resources for climate adaptation strategies, early warning mechanisms for events such as Glacial Lake Outburst Floods (GLOFs), and infrastructure in mountainous regions that can withstand climate impacts.
Empowering Mountain Communities: Placing the well-being, requirements, and hopes of local communities at the center of policy development and ensuring they gain from green livelihoods and sustainable tourism. Their customary wisdom is an essential asset.
Offering Green Finance: Ensuring sufficient and reliable climate funding in accordance with the UNFCCC and its Paris Agreement for mountainous countries to successfully carry out adaptation and mitigation measures.
Acknowledging Mountain Viewpoints: Guaranteeing that the distinct vulnerabilities and benefits of mountain ecosystems are appropriately highlighted in worldwide climate discussions and sustainable development plans.
Significance of the Himalayas
Climate Regulator: The Himalayas serve as a shield against the frigid winds from Central Asia and impact the Indian monsoon, guaranteeing precipitation over the northern plains.
Water Source: They serve as the source for significant rivers such as the Ganga, Indus, and Brahmaputra, ensuring water and food security for more than a billion individuals.
Biodiversity Hotspot: A habitat rich in various plant and animal life, featuring endangered species such as the snow leopard and red panda.
Cultural Importance: Revered in Hinduism and Buddhism, the area contains numerous pilgrimage destinations such as Amarnath, Badrinath, and Kailash Mansarovar.
Strategic Significance: Acting as a natural boundary with China, Nepal, and Bhutan, the Himalayas are crucial to India's national defense.
Actions Implemented to Safeguard the Himalayas
National Mission on Sustaining Himalayan Ecosystem (NMSHE): A component of India’s National Action Plan on Climate Change (NAPCC), it emphasizes sustainable development, monitoring glaciers, and conserving biodiversity in the Himalayan area.
Secure Himalaya Project: Initiated with backing from UNDP, it fosters the preservation of high-altitude biodiversity and aids sustainable livelihoods in Himachal Pradesh, Uttarakhand, Sikkim, and Ladakh.
Project Snow Leopard: Seeks to safeguard snow leopards and their environment via community-oriented conservation and scientific studies across five Himalayan regions.
International Big Cats Alliance (IBCA): An initiative led by India to promote worldwide collaboration in safeguarding big cats such as snow leopards and tigers throughout transboundary areas of the Himalayas.
