The House Committee of the Jammu & Kashmir Assembly is presently investigating claims of misconduct in the execution of the Jal Jeevan Mission (JJM) in the area

During the Budget Session, issues were highlighted regarding the execution of the Jal Jeevan Mission (JJM) in Jammu & Kashmir, such as;
Utilization of inferior materials

Unfinished and neglected water supply projects
Dishonesty and misappropriation of government resources
Inability to deliver tap connections even though funds have been allocated.
Consequently, a House Committee was formed, which released a public announcement encouraging citizens and stakeholders to report misconduct.
What are the challenges in governance?
Absence of Openness and Responsibility:
Lack of strong auditing systems.
Feeble connection between local panchayats and executing bodies.
Administrative Capability Deficiencies:
Lack of skilled personnel in distant areas.
Inadequate upkeep of assets after implementation.
Political Interference:
Contractors with political connections reportedly evade due process.
Quality assurance is frequently overlooked in pursuit of reducing expenses.
Path Ahead
Independent Social Assessments: Involve NGOs, community organizations, and citizen groups for immediate audits and complaint resolution.
Dashboards for Real-time Monitoring: Improve public access to performance metrics at the panchayat and block tiers.
Empowering Gram Panchayats: Offer financial and technical training to local entities for the management and upkeep of infrastructure.
Broaden affordable water testing services to identify contamination promptly.
