Cabinet Committees: What Are They?

  • Small groups of ministers known as Cabinet Committees were established to lighten the workload of the Cabinet and facilitate targeted decision-making.
  • Types include standing committees, which are permanent.
  • Ad-hoc Committees: These are short-term committees established for particular objectives.
  • Formation: The Prime Minister created it in response to new demands.
  • Function: Carefully consider complicated issues and make recommendations or decisions that the Cabinet may review.

Cabinet Committees are specialized groups of ministers established to alleviate the workload of the Cabinet and facilitate targeted decision-making. They can be categorized into two types: Standing Committees, which are permanent, and Ad-hoc Committees, which are temporary and created for specific objectives. The Prime Minister forms these committees based on current requirements. Their primary function is to analyze intricate issues thoroughly and either recommend or make decisions that the Cabinet may later review.

Concerning the Cabinet Committee on Security (CCS):

  • Established: formally recognized by executive orders, it has been in operation since post-independence.
  • The Prime Minister of India is the chairperson.
  • Members include the ministers of finance, external affairs, defense, and home.
  • Key Secretaries of Defense, Home, and External Affairs, as well as the National Security Advisor and Cabinet Secretary, are permanent invitees.
  • Forming national security and defense policy is the main responsibility.
  • Make decisions about crisis management and strategic military operations.
  • Oversee law and order and internal security issues.
  • Authorize nuclear policy and major defense procurement.
  • Organize foreign security and intelligence matters.
