Strengthening Climate Adaptation and Disaster Preparedness in Coastal India

The Government of India has launched the National Coastal Resilience Programme (NCRP) with the objective of enhancing climate resilience and reducing disaster risks in the country’s extensive and vulnerable coastal regions. The programme focuses on integrated coastal management through ecosystem restoration, resilient infrastructure development, and socio-economic support for coastal communities.
A major pillar of the programme is large-scale mangrove restoration and conservation. Mangroves act as natural buffers against storm surges, coastal erosion, and sea-level rise while also supporting marine biodiversity and fisheries. By prioritising nature-based solutions, the programme aligns with India’s commitments under global frameworks such as the Sendai Framework for Disaster Risk Reduction and the Paris Agreement on climate change.

Another key component is the development of cyclone-resilient infrastructure in high-risk coastal districts. This includes the construction and strengthening of embankments, multipurpose cyclone shelters, early warning systems, and climate-resilient housing. The programme aims to integrate disaster risk reduction principles into coastal infrastructure planning, thereby minimising loss of life and property during extreme weather events.
The programme also emphasises livelihood diversification and community participation. Coastal populations, particularly fishers and informal workers, are highly vulnerable to climate-induced disruptions. By promoting alternative livelihoods such as aquaculture, eco-tourism, mangrove-based enterprises, and skill development, the initiative seeks to reduce economic vulnerability and enhance adaptive capacity. Local communities and self-help groups are expected to play a central role in planning and implementation.
Institutionally, the programme promotes coordination between the Centre, States, and local bodies, supported by scientific inputs from coastal research institutions. It also encourages the use of geospatial technologies and climate data for evidence-based decision-making.
Significance
The National Coastal Resilience Programme strengthens India’s disaster preparedness and climate adaptation strategy. By combining ecological restoration with resilient infrastructure and livelihood security, it protects vulnerable coastal communities, reduces long-term disaster losses, and advances sustainable and inclusive coastal development.
