Bringing Digital Credit Under Prudential Oversight

The Reserve Bank of India (RBI) has introduced a regulatory framework for Buy-Now-Pay-Later (BNPL) platforms to strengthen oversight of digital lending practices. The guidelines mandate greater transparency in credit terms, compulsory reporting to credit information companies, and robust consumer grievance redress mechanisms.
Under the new framework, BNPL providers must clearly disclose interest rates, processing fees, penalties for delayed payments, and repayment schedules to borrowers. Hidden charges and opaque contractual clauses are prohibited to ensure informed consumer consent.

Importantly, all BNPL transactions must now be reported to credit bureaus, ensuring that short-term digital credit is reflected in borrowers’ credit histories. This measure aims to prevent multiple unreported borrowings that could lead to over-leveraging and financial instability.
The RBI has also emphasized that regulated entities partnering with fintech firms remain responsible for compliance with prudential norms, including Know Your Customer (KYC), data protection, and fair lending practices. Platforms must establish accessible grievance redress systems and adhere to digital lending guidelines issued by the central bank.
The move comes amid rapid growth in digital credit and concerns about rising household debt, especially among young consumers attracted by easy and instant financing options.
Significance
The regulatory framework prevents over-indebtedness, enhances consumer protection, and promotes responsible lending. By integrating BNPL services into the formal credit reporting system, the RBI strengthens financial discipline and safeguards the stability of India’s expanding digital economy.
