In a recent letter addressed to all university Vice Chancellors, the BCI emphasized the importance of conducting thorough inspections before granting No Objection Certificates (NOCs) for new legal education centers.
The BCI highlighted significant challenges posed by the unchecked growth of substandard law colleges. Despite collective efforts, the proliferation of such institutions continues to persist, posing a threat to the integrity and quality of legal education in the country.
To address these concerns, the BCI suggested guidelines, criteria, and procedures for the consideration and grant of NOCs. These include:
Conducting a comprehensive survey to assess the demand for legal professionals in the region.
Evaluating the financial viability and sustainability plans of proposed centers.
Establishing transparent and time-bound review processes for NOC applications.
Ensuring compliance with regulatory standards set by the Bar Council of India.
The BCI emphasized the pivotal roles played by state governments, higher education departments, and universities in regulating educational standards. Collaboration among these entities is crucial in curbing the proliferation of substandard law colleges.
Despite the imposition of moratoriums and regulatory measures, the issue persists due to inadequate responsiveness from universities regarding surprise inspections of affiliated law colleges.
