The new guidelines identify 12 priority areas for guiding children and teenagers, focusing on moral development, mental health, rule-of-law awareness, responsible internet use and prevention of juvenile delinquency.

Chinese authorities have issued a new set of guidelines aimed at strengthening ideological, moral and behavioural education among minors, with a focus on discouraging unhealthy social attitudes, promoting mental well-being and preventing juvenile delinquency.
According to state-run Xinhua News Agency, the guidelines were jointly released by the Supreme People’s Court, the Ministry of Education, the Central Committee of the Communist Youth League of China and the All-China Women’s Federation.

The document seeks to implement laws on the protection of minors and the prevention of juvenile delinquency while strengthening cooperation among families, schools and society in addressing behavioural and ideological issues at an early stage.
The guidelines identify 12 key areas for educational guidance during childhood and adolescence. Among them is a call to prevent what authorities described as the distorted display of “coolness” and to encourage minors to develop strong moral character and inner values.
The document also seeks to address excessive concern with “saving face” and vanity, urging educators and parents to help young people cultivate healthier attitudes toward self-worth and social relationships.
Another major focus is strengthening awareness of the rule of law. Authorities said minors should be helped to understand legal boundaries, develop respect for rules and cultivate empathy, responsibility and sound moral values.
The guidelines further call for efforts to discourage a mindset of seeking benefits without hard work. They advocate fostering a healthy outlook on consumption, promoting thrift and frugality, and encouraging young people to build friendships with individuals of good character.
Mental health has also been identified as a priority area. The document urges educators and families to teach adolescents how to manage negative emotions, improve conflict-resolution skills and avoid impulsive behaviour.
Chinese authorities also highlighted concerns over excessive internet use, calling on minors to resist internet addiction and use digital platforms in a “scientific and civilised” manner.
The guidelines additionally stress the importance of keeping young people away from drugs and psychotropic substances and encouraging them to value life and personal health.
According to Xinhua, relevant government departments will incorporate the guidance into daily educational activities and adopt a combined approach of education, guidance and protection.
Authorities said the aim is to support the healthy physical and mental development of minors while cultivating future generations with strong moral, intellectual, physical, aesthetic and labour-related qualities.
