The new center is intended to provide technology companies and emerging businesses with modern infrastructure to develop products, encourage innovation, expand operations, and build sustainable enterprises. It is also expected to promote entrepreneurship and attract investment by creating a supportive environment for technology-driven businesses in the state.

STPI, a premier science and technology organization under the Ministry of Electronics and Information Technology (MeitY), Government of India, operates incubation facilities and supports technology enterprises across the country. The new Dehradun center will expand the infrastructure available to IT and IT-enabled services companies in Uttarakhand.

STPI Dehradun facility offers office spaces and modern infrastructure

Spread across approximately 30,000 square feet and four floors, the new incubation facility has been designed to meet the operational requirements of technology companies and startups. It offers semi-furnished office spaces, high-speed internet connectivity, and an air-conditioned, eco-friendly working environment.

The facility also includes an auditorium, two meeting rooms, two conference rooms, and a Network Operations Center (NOC). These facilities are intended to support business operations, professional meetings, collaboration, and the development of technology solutions.

By providing dedicated infrastructure for emerging enterprises, the center aims to help startups establish their operations and facilitate interaction among entrepreneurs, industry representatives, investors, and other stakeholders. The facility is also expected to provide businesses with an environment conducive to product development, business expansion, and long-term growth.

The new center adds to the existing incubation infrastructure available through STPI Dehradun, which has been supporting the state's IT/ITeS industry for more than two decades.

Jitin Prasada highlights technology self-reliance and semiconductor manufacturing

Addressing the gathering, Shri Jitin Prasada, Minister of State for Electronics and Information Technology and Commerce and Industry, Government of India, emphasized the importance of technological self-reliance and domestic manufacturing in India's efforts to become a developed nation.

“India's journey towards becoming a developed nation is driven by two key engines: technology and trade. In an increasingly interconnected world, technological self-reliance is essential to ensure that the country is not dependent on external sources for critical technologies such as semiconductors. The COVID-19 pandemic demonstrated how chip shortages can disrupt entire industries, underscoring the importance of building domestic manufacturing capabilities. Our focus on strengthening the semiconductor and electronics manufacturing ecosystem is aimed at securing India's technological future while continuing to engage with the world and adopt global best practices.”

Prasada also highlighted the role of the new incubation facility in supporting collaboration, innovation, and the growth of technology enterprises in Uttarakhand. He said the center would provide startups and technology companies with an environment to exchange ideas, develop solutions, and expand their businesses.

He further added, “STPI's new incubation facility in Dehradun will provide a vibrant environment where startups and technology enterprises can collaborate, exchange ideas and develop innovative solutions. With Uttarakhand already having more than 1700 recognized startups, such initiatives can further strengthen the state's entrepreneurial ecosystem. Besides efforts to promote electronics manufacturing, including component manufacturing and the development of an Electronics Manufacturing Cluster in Kashipur, this facility will help attract investment, generate employment and create opportunities for young talent. Our aim is to build a self-reliant India that is equipped to compete globally and contributes meaningfully to the vision of Viksit Bharat.”

His remarks also connected the incubation initiative with the broader development of India's electronics manufacturing sector. Alongside the promotion of startups and IT services, efforts to expand component manufacturing and establish an Electronics Manufacturing Cluster in Kashipur are intended to strengthen Uttarakhand's position in the country's technology and manufacturing landscape.

The combination of incubation infrastructure, manufacturing initiatives, and support for entrepreneurship is expected to create additional opportunities for businesses and young professionals while contributing to India's wider objective of technological self-reliance.

Uttarakhand aims to emerge as a technology destination beyond traditional IT hubs

Shri Pradeep Batra, Minister for IT and Good Governance, Government of Uttarakhand, highlighted the need to combine infrastructure development with changes in aspirations and approaches to achieving the country's long-term development goals.

“The vision of Viksit Bharat by 2047 goes beyond infrastructure development; it requires a transformation in our thinking, our aspirations and our commitment to the nation. Uttarakhand, our Devbhoomi, has immense potential to progress further, supported by the capabilities and dedication of its people. As the state attracts growing interest from tourists and businesses, strengthening infrastructure and improving access to modern facilities will be essential to meeting these aspirations. Initiatives such as STPI's new incubation facility in Dehradun will help create an enabling environment for technology, innovation and entrepreneurship, contributing to Uttarakhand's growth and India's larger vision of a developed nation.”

Batra's remarks emphasized the potential of improved technology infrastructure to support Uttarakhand's economic development. The new incubation center is intended to help create an environment in which technology companies and entrepreneurs can establish businesses and develop innovative products without being restricted to established technology centers elsewhere in the country.

Shri Ganesh Joshi, Agriculture Minister, Government of Uttarakhand, also stressed the importance of expanding career and business opportunities for young people beyond traditional IT hubs.

“Inspired by Prime Minister Shri Narendra Modi's vision of a Viksit Bharat, we must create opportunities for our youth beyond the traditional IT hubs. Dehradun, already recognized as an education hub, has the potential to emerge as a prominent IT destination like Bengaluru and Hyderabad. I am confident that this new center will open up new avenues for growth, strengthen Uttarakhand's technology ecosystem and create greater opportunities for young people over the next five years.”

Joshi's remarks pointed to Dehradun's existing position as an education center and its potential to develop into a larger technology destination. The new facility is expected to contribute to this objective by giving startups access to dedicated workspace and supporting the development of technology-based businesses.

The emphasis on opportunities beyond established IT hubs also reflects an effort to encourage young professionals and entrepreneurs to build careers and enterprises within Uttarakhand. The state hopes that stronger infrastructure and a supportive business environment will help retain local talent while attracting investment and new companies.

Digital governance and entrepreneurship support to strengthen the state's technology ecosystem

Shri Pankaj Pandey, IT Secretary, Government of Uttarakhand, described the new STPI facility as an addition to the state's technology infrastructure and highlighted the importance of providing entrepreneurs with resources to turn their expertise into viable businesses.

“The new STPI incubation facility is a major addition to Uttarakhand's technology ecosystem, offering young entrepreneurs the infrastructure and support including initiatives like the Center of Entrepreneurship to convert their expertise into successful businesses. Besides this entrepreneurial push, Uttarakhand is advancing digital governance by offering around 1,000 services online. Together, these combined efforts strengthen the state's digital footprint, encourage innovation, and unlock new opportunities for Uttarakhand's youth.”

Pandey's remarks also highlighted the state's efforts to expand digital governance. Uttarakhand currently offers around 1,000 services online, according to the statement, as part of its broader efforts to improve access to government services through digital platforms.

The combination of online public services and incubation support is intended to strengthen the state's digital presence while encouraging entrepreneurship. The incubation facility and initiatives such as the Center of Entrepreneurship can provide aspiring business owners with infrastructure and support to develop their ideas into commercially viable products and services.

These efforts are expected to contribute to a broader technology ecosystem in which startups, established companies, government departments, and other stakeholders can collaborate on innovation and digital solutions.

STPI network to connect Uttarakhand startups with investors and industry expertise

Shri Arvind Kumar, Director General of STPI, highlighted the organization's nationwide presence as an advantage for startups seeking access to investors, expertise, and technology solutions beyond their immediate locations.

“One of STPI's key strengths is its nationwide network, which enables startups to access investors, expertise and technology solutions from across the country, beyond their immediate ecosystem. The new incubation facility in Dehradun will provide infrastructure for emerging IT/ITeS enterprises looking to establish or expand their operations, while also supporting startups through mentorship, industry connections and Centers of Entrepreneurship focused on addressing real-world challenges, including cybersecurity. With the state government strengthening its focus on IT/ITeS and startup policies, we believe Uttarakhand is well positioned to accelerate the growth of its technology and startup ecosystem.”

Kumar said the new facility would serve both emerging businesses looking to establish operations and existing technology enterprises planning to expand. Beyond physical infrastructure, STPI's network is intended to help startups connect with mentors, industry participants, investors, and specialized technology resources.

The organization's support also includes Centers of Entrepreneurship that focus on specific technology areas and real-world challenges, including cybersecurity. Such initiatives can help entrepreneurs access specialized knowledge and develop solutions for practical industry requirements.

STPI's nationwide network could also enable businesses based in Dehradun to engage with opportunities and expertise available in other technology centers. This support is particularly relevant to startups that may need industry partnerships, funding, mentorship, and technical guidance as they move from initial development to business expansion.

Kumar also pointed to the Uttarakhand government's increasing focus on IT/ITeS and startup policies, expressing confidence that the state has the potential to accelerate the development of its technology sector.

STPI Dehradun has supported Uttarakhand's IT industry since 2001

Established in 2001 with support from the Government of Uttarakhand, STPI Dehradun has worked to promote the state's IT and IT-enabled services industry through incubation facilities and the implementation of STP, Non-STP, and EHTP schemes.

Its existing incubation facility at IT Park in Dehradun provides approximately 19,533 square feet of super built-up space. Multiple IT/ITeS units are currently using the facility to support their operations.

The inauguration of the new center will expand the infrastructure available to technology businesses in the region. With additional workspace and facilities, STPI aims to accommodate the needs of emerging enterprises and provide further support for the growth of the state's technology industry.

The expansion builds on STPI Dehradun's existing role in providing incubation services and supporting technology companies. It also complements the organization's efforts to encourage entrepreneurship, develop new products, and promote innovation across emerging technology areas.

The inauguration of the new STPI facility marks an additional step in efforts to expand Uttarakhand's technology ecosystem and improve access to infrastructure for IT/ITeS companies and startups.

The center is expected to encourage collaboration among government, industry, academia, and entrepreneurs while supporting product development, innovation, and intellectual property creation. Its infrastructure and access to STPI's wider network are intended to help technology enterprises establish operations, develop business connections, and explore opportunities for growth.

The facility also forms part of broader efforts to promote technology-led economic development and create employment opportunities in the state. By strengthening the support available to emerging companies, STPI aims to encourage entrepreneurship and help young talent find opportunities in Uttarakhand's growing technology sector.

With the state seeking to expand its IT/ITeS industry, the new incubation facility is expected to complement existing startup initiatives, digital governance efforts, and electronics manufacturing plans. These efforts collectively aim to improve the state's ability to attract investment, support innovation, and develop a stronger base for technology-driven businesses.
