Bhutan's Prime Minister, Dasho Tshering Tobgay, praised Prime Minister Narendra Modi's leadership, calling him a visionary who has guided India to new heights of prosperity and growth.
"You lead with profound wisdom, the courage to make bold decisions, and compassion, always placing the well-being of your people at the heart of governance," said Tobgay, drawing comparisons between Modi's leadership and that of the revered Bodhisattvas.

At the first SOUL Leadership Conclave and the inauguration of the School of Ultimate Leadership (SOUL), which will be established in Gujarat's GIFT City, Tobgay addressed the event on February 21 at Bharat Mandapam in New Delhi.
He expressed deep gratitude and admiration for Modi's unwavering dedication to India's development and sought his guidance on transforming Bhutan's public service sector.
"Under Prime Minister Modi's leadership, India has emerged as a global powerhouse, combining economic progress with social welfare. His vision ensures that growth reaches every corner of the nation, making India an inspiration for developing countries. Viksit Bharat will be your legacy," said Tobgay.
Calling Modi an elder brother and mentor, Tobgay remarked, "Every time I meet you, I am inspired to work even harder as a public servant."
He emphasized the strong spiritual and diplomatic ties between India and Bhutan, extending heartfelt wishes from Bhutan's King Jigme Khesar Namgyel Wangchuck.
Tobgay continued, "If I were to continue enumerating all your initiatives, we would be here for a long time."
He highlighted transformative programs like Make in India, Digital India, Startup India, and Swachh Bharat, which have propelled India's progress.
Modi's leadership, he noted, has helped lift 30 crore people out of poverty and brought India closer to becoming a Viksit Bharat (Developed India).
Tobgay made a sincere plea to Modi for assistance in transforming Bhutan's public sector into an innovative, forward-thinking bureaucracy.
Additionally, he invited Indian leaders and institutions to train Bhutanese public servants through the School of Ultimate Leadership (SOUL) under Modi’s guidance.
Tobgay also highlighted Bhutan's ambitious Ghelifu Mindfulness City (GMC) project, calling it a model of Gross National Happiness and sustainability. He credited King Jigme as the inspiration behind this exceptional carbon-negative city and praised Modi’s vital support.
“GMC will be the legacy of two enlightened leaders, strengthening Bhutan-India relations and creating global opportunities,” he said.
Tobgay extended an invitation to the Indian business community to invest in GMC, promoting a future where sustainability, spiritual well-being, and economic progress coexist harmoniously.
"Come join us on this journey toward a purposeful and prosperous future," he urged.
