The Government School Teachers Association has urged Delhi’s education minister to revise guest teachers’ pay, introduce a minimum salary structure and clear pending tablet reimbursements.

The Government School Teachers Association (GSTA) has appealed to Delhi Education Minister Ashish Sood to address the long-standing concerns of guest teachers working in government schools, including stagnant remuneration, employment uncertainty and unpaid reimbursements for tablets purchased for official work.
In a communication to the minister, the association said that guest teachers’ remuneration had remained unchanged for the past 10 years. It called for a reasonable pay hike, a minimum pay scale and stronger job security for teachers serving under the Directorate of Education, Government of the National Capital Territory of Delhi.

The association has also sought the release of pending tablet reimbursement payments before Diwali. According to GSTA, teachers purchased tablets using their personal savings for official educational purposes following directions issued by the previous government, but the reimbursement process remains incomplete.
GSTA said the lack of a remuneration revision has created financial difficulties for guest teachers, affecting their ability to plan for the future and meet family responsibilities. The association stressed that employment uncertainty adds to these challenges.
The teachers’ body has requested the education minister’s intervention to ensure better compensation and more stable employment conditions. It also stated that the concerns had been raised with the authorities on previous occasions.
Separately, the Delhi Directorate of Education has proposed changing the payment system for guest teachers from daily remuneration to fixed monthly payments linked to basic pay and dearness allowance (DA). A proposal dated October 15, 2026, outlines the following amounts.
| Teacher category | Proposed monthly remuneration |
|---|---|
| Postgraduate Teacher (PGT), including EVGC | ₹76,160 |
| Trained Graduate Teacher (TGT), including miscellaneous teachers | ₹71,840 |
| Primary Teacher (PRT) | ₹56,640 |
The proposed structure calculates DA at 60% of basic pay. It also provides for eight days of casual leave in a financial year on a pro-rata basis, while excluding house rent allowance and other additional allowances.
The proposal is not the same as an approved salary hike. Reports published in October indicate that the revised remuneration structure was still awaiting the necessary approvals, with no confirmed implementation date. The proposal also does not automatically grant guest teachers permanent employment or regularisation.
Another key demand raised by GSTA concerns payments for tablets purchased by teachers for official educational purposes. The association said teachers had used their personal savings to buy the devices, but reimbursement remained pending.
It has asked the Delhi government to release the outstanding amounts before Diwali and take immediate action to resolve the matter.
Guest teachers are awaiting a response to their demands for higher remuneration, a minimum pay scale, greater job security and clearance of pending reimbursements. The government’s proposed change to monthly remuneration could address some concerns about payment stability if approved, but questions about long-term employment security would remain.
Teachers should follow announcements from the Delhi Directorate of Education and the Delhi government for confirmed decisions on pay revisions and service conditions.
