Gender gap persists in UPSC civil services exams despite equality push

Despite decades of progress and policy focus on gender equality, representation of women and transgender persons in India’s top civil services remains significantly limited.

Data from the Union Public Service Commission (UPSC) show that female participation in the Civil Services Examination stayed below 40% between 2010 and 2021, while transgender candidates accounted for an even smaller fraction, according to official reports.

The UPSC examination, one of the most competitive gateways to administrative and policy-making roles, continues to mirror deep-rooted social and structural barriers.

While India has implemented several initiatives to promote inclusion, the results have been slow to show measurable change.

Government efforts such as the PM-DAKSH program, aimed at skill development among marginalized groups, and the National Portal for Transgender Persons have sought to expand access to opportunities.

Alongside these, India’s constitutional guarantees and commitments under international conventions reinforce the principle of equality.

However, experts note that persistent gender gaps in education, financial independence, and social acceptance continue to restrict participation.

They argue that representation in the civil services, where key governance decisions are made, is essential to ensure a more inclusive policy framework.

While the numbers remain discouraging, advocates emphasize that the ongoing conversation around gender inclusion in public institutions must move from token representation to systemic reform, ensuring that opportunity in governance is truly accessible to all.
