Record Turnout for 28th CSPOC in Indian Parliament

India hosted the 28th Conference of Speakers and Presiding Officers of the Commonwealth (CSPOC) in New Delhi from 14–16 January 2026, witnessing a record participation from 42 Commonwealth countries. Speakers, Deputy Speakers and Presiding Officers of national parliaments attended the conference, highlighting India’s growing stature in parliamentary diplomacy and democratic leadership.

CSPOC is a key forum under the Commonwealth Parliamentary Association (CPA), aimed at strengthening parliamentary institutions, promoting democratic norms and encouraging cooperation among legislatures of Commonwealth nations. The 2026 conference focused on contemporary challenges faced by legislatures, including digital transformation of parliaments, ethical governance, inclusivity, legislative transparency and accountability.

Key discussions:
Delegates deliberated on leveraging digital tools and artificial intelligence to enhance legislative efficiency, ensure better citizen engagement and counter misinformation. Strengthening parliamentary oversight of the executive, protecting democratic institutions, and improving the role of committees in governance were also central themes. Special emphasis was placed on capacity-building for legislators from developing countries, gender-responsive parliaments and youth participation in democratic processes.

India’s role:
Hosting CSPOC with record attendance reinforces India’s image as the “Mother of Democracy”, a narrative India has actively promoted in recent global engagements. India showcased best practices such as e-Parliament initiatives, digital legislative databases and inclusive parliamentary procedures, positioning itself as a knowledge partner for other democracies.

Why it matters:
In an era of democratic backsliding and declining trust in institutions globally, CSPOC serves as a platform for collective learning and reaffirmation of democratic values. India’s leadership at the conference enhances its soft power, strengthens South–South cooperation, and aligns with its broader diplomatic strategy of shaping global governance through democratic norms rather than coercive power.

Conclusion:
The 28th CSPOC underscored the enduring relevance of parliamentary democracy in a rapidly changing world. India’s successful hosting and high participation reaffirm its central role in advancing democratic dialogue and institutional resilience across the Commonwealth.
