Only authorised agencies can request LOCs, strengthening safeguards in criminal investigations

The Ministry of Home Affairs has clarified that statutory bodies cannot directly issue Look Out Circulars (LOCs). The clarification aims to ensure that such mechanisms are used only through authorised agencies and in accordance with established legal procedures.
Look Out Circulars are alerts issued at immigration checkpoints to prevent individuals involved in criminal investigations from leaving the country. According to the ministry, only designated law enforcement and investigative agencies can request the issuance of LOCs through proper channels.

The clarification has been issued to prevent misuse of the mechanism and ensure that due process is followed while restricting an individual’s movement. Authorities emphasised that LOCs must be based on valid legal grounds and supported by appropriate documentation.
The move is expected to strengthen procedural safeguards in criminal investigations in India. Legal experts note that clear guidelines on LOCs help balance effective law enforcement with protection of individual rights under the rule of law.
