Focus on technology use and campaign finance to strengthen electoral transparency

The Union Government has reviewed the implementation status of ongoing electoral reforms aimed at enhancing transparency, efficiency, and voter participation in India’s democratic process. The review assessed progress made by various institutions and examined challenges in adapting electoral systems to evolving technological and financial realities.
One of the key issues discussed was the use of technology in elections. Digital tools such as electronic voting machines, voter databases, and online voter services have improved efficiency and accessibility. However, concerns related to cybersecurity, data protection, and public trust were also highlighted. The review emphasised the need for robust safeguards, regular audits, and transparent processes to ensure that technology strengthens rather than undermines electoral credibility.


Campaign finance regulation emerged as another critical area of focus. The growing cost of elections and the influence of money power continue to raise concerns about fairness and political equality. The government review noted the importance of stricter disclosure norms, effective monitoring of election expenditure, and timely enforcement of existing regulations to curb illicit funding and misuse of resources.
The review also acknowledged the role of the Election Commission of India in implementing reforms and maintaining the integrity of the electoral process. Coordination between the government, the Election Commission, and other stakeholders was identified as essential for successful reform outcomes.
Overall, the review reflects a broader effort to modernise India’s electoral framework while safeguarding democratic values. Strengthening technology governance and campaign finance regulation remains crucial to ensuring free, fair, and participatory elections in the long term.
