Climate change and urban heat islands intensify occupational health risks

Experts have raised concerns over the rising incidence of heat stress among outdoor workers, attributing the trend to climate change and the growing impact of urban heat islands. Prolonged exposure to high temperatures is increasingly affecting workers in sectors such as construction, agriculture, sanitation, and informal services, posing serious risks to health and productivity.
Heat stress significantly heightens occupational health risks. Prolonged heat exposure can lead to dehydration, heat exhaustion, heatstroke, and aggravation of pre-existing health conditions. Reduced physical and cognitive performance under extreme heat also increases the likelihood of workplace accidents, particularly in labour-intensive occupations. Vulnerable groups, including informal workers and migrant labourers, are often the most affected due to limited access to protective measures and healthcare.


The issue has highlighted the urgent need for stronger labour safety standards. Experts have called for the adoption of clear heat safety guidelines, including regulated work–rest cycles, access to drinking water, shaded rest areas, and early warning systems during heatwaves. Integrating heat stress management into occupational safety regulations is essential to safeguard worker welfare and ensure compliance across sectors.
Rising heat stress also underscores the importance of broader climate adaptation policies. Urban planning measures such as increasing green cover, reflective surfaces, and improved building design can help mitigate urban heat island effects. At the policy level, climate-resilient labour practices and social protection mechanisms can reduce vulnerability.
Addressing heat stress requires coordinated action across labour, health, and climate policy domains to protect workers and adapt to a warming climate.
