Discretionary powers in scheduling elections, potential undue influence by state governments, reliance on manual ballot paper-based processes, and delayed formation of councils are among the primary challenges faced in municipal elections. The lack of clarity in constitutional provisions grants government officials discretionary powers, leading to inconsistent or delayed election timelines. Moreover, the influence exerted by state governments can compromise the integrity of the electoral process, eroding public trust. The reliance on manual ballot paper-based processes introduces vulnerabilities and delays in declaring results, while delayed formation of councils hampers effective governance.

To address these challenges, empowering SECs, ensuring ward delimitation, establishing accountability mechanisms, and implementing policy reforms are imperative. Empowering SECs to oversee the electoral process effectively and conduct ward delimitation can enhance representation and fairness. Holding election officials and authorities accountable for any delays or irregularities through transparent investigation processes is essential. Additionally, comprehensive policy reforms, including the exploration of the 'One Nation, One Election' concept, can streamline electoral processes and ensure timely elections at the local level.
