Regarding Ports Conclave
The Visakhapatnam Port Authority hosted the two-day BIMSTEC Ports Conclave.
Subject: Blue Economy, Innovation, and Sustainable Collaborations.
Representatives from the ministries of port authorities of BIMSTEC member countries, including Bangladesh, Bhutan, India, Myanmar, Nepal, Sri Lanka, and Thailand, took part in it.
Objective: To put into action the newly ratified BIMSTEC Agreement on Maritime Transport Cooperation (AMTC), promote discussions on port-led growth, and enhance integration in maritime trade, logistics, cruise tourism, and skills training.
The BIMSTEC Sustainable Maritime Transport Centre will be set up under the Indian Ocean Centre of Excellence for Sustainable Maritime Transport (IOCE-SMarT) located in Mumbai.
Importance of BIMSTEC Ports Conclave for India
Enhancing Maritime Connectivity and Trade Effectiveness: The meeting highlighted the implementation of the BIMSTEC Coastal Shipping and Maritime Transport Agreements, essential for India’s goal to establish itself as a regional maritime logistics center.
Reinforcing India’s ‘Act East’ and ‘Neighbourhood First’ Strategies: The conclave enhances India’s ‘Act East’ initiative by fostering stronger connections with BIMSTEC nations and deepening relations with Southeast Asia.
Neighbourhood First strategy, particularly concerning Bangladesh, Nepal, and Bhutan, enhances their maritime access via Indian ports.
Implementing the Kaladan Multi-Modal Transit Transport Project: The gathering highlighted India's premier Kaladan initiative, linking Kolkata Port → Sittwe Port (Myanmar) → Inland waterway to Paletwa → Road to Mizoram.
This corridor exemplifies multi-modal regional connectivity and is essential for enhancing access to its northeastern states.
Strengthening India’s Authority in Regional Maritime Framework: By organizing the conclave in Visakhapatnam, a strategically positioned eastern port, India aimed to establish itself as a maritime leader in South and Southeast Asia.
Advocating for the Blue Economy and Sustainable Development: The conference encouraged eco-friendly maritime practices, consistent with India's Blue Economy Policy Framework, aimed at reconciling economic advancement.
Obstacles
Disparities in Infrastructure Among BIMSTEC Nations: Although India has invested significantly in modernizing its ports, numerous BIMSTEC countries have not developed similar port or transportation infrastructure.
This infrastructure imbalance hampers the implementation of smooth port-to-port connectivity and multimodal transport pathways.
Institutional and Regulatory Differences: Varied customs rules, marine safety standards, and paperwork demands among member nations result in operational obstacles.
Holds in Approving and Executing Agreements: While India has approved the BIMSTEC Agreement on Maritime Transport Cooperation, numerous other member nations have not yet followed suit.
This results in slow advancement in turning agreements into implementable frameworks and corridor-level collaboration.
Geopolitical Rivalry in the Bay of Bengal: China's increasing impact via the Belt and Road Initiative (BRI) in BIMSTEC nations poses a challenge to India's naval supremacy.
Financial and Capacity Limitations: Even with India’s pledges, the restricted financial resources and workforce in smaller BIMSTEC nations hinder extensive involvement in port development or digital enhancements.
Path Forward
The BIMSTEC Ports Conclave has created significant chances for India to establish itself as the maritime hub of the Bay of Bengal, but various challenges — including infrastructural, institutional, geopolitical, and logistical — need to be tackled.
An organized effort that includes strengthening capabilities, diplomatic interaction, funding for infrastructure, and collaboration on security is essential to turn vision into results.
