The Union Government, empowered by Article 240 of the Constitution, which allows the President to create regulations for Union Territories lacking legislatures, has implemented a series of executive rules designed specifically for Ladakh’s distinct socio-cultural environment.

Overview of Main Regulations:

Ladakh Civil Services Decentralization and Recruitment (Amendment) Regulations, 2025:

Establishes job quotas based on residency for positions in government employment.

Domicile is defined as individuals residing for 15 years, students who have completed 7 years of schooling and local examinations, and children of long-term employees of the Central Government.

Ladakh Civil Services Residency Certificate Regulations, 2025:

Outlines the process for obtaining a domicile certificate, covering both physical and online application methods.

Tehsildar serves as the authority for issuance; Deputy Commissioner acts as the authority for appeals.

Union Territory of Ladakh Reservation (Modification) Regulation, 2025:

Raises caste-based quotas in public jobs and professional institutions (like medicine and engineering) to 85%, with a 10% exemption for Economically Weaker Sections (EWS).

Ladakh Official Languages Act, 2025:

Identifies English, Hindi, Urdu, Bhoti, and Purgi as official languages.

Advocates for Shina, Brokskat, Balti, and Ladakhi to safeguard linguistic and tribal heritage.

Ladakh Autonomous Hill Development Councils (Amendment) Regulation, 2025:

Allocates one-third of LAHDC positions for women through a rotational framework.

Initial Indigenous Legal Framework: These represent the inaugural region-specific statutes following bifurcation, separate from the adopted J&K regulations.
