Promoting Inclusive Urban Livelihoods and Sustainable City Development

The Ministry of Housing and Urban Affairs has released the National Urban Employment Framework (NUEF) to guide States and Union Territories in designing and implementing urban employment programmes. The framework aims to address rising urban unemployment and underemployment while simultaneously strengthening urban infrastructure and promoting environmentally sustainable development.
Unlike rural employment schemes such as MGNREGA, urban India lacks a comprehensive employment safety net despite growing informalisation of labour, migration, and economic shocks. The NUEF seeks to fill this gap by providing a flexible policy template rather than a one-size-fits-all scheme. States are encouraged to tailor urban employment programmes based on local needs, fiscal capacity, and labour market conditions.

A key focus of the framework is the creation of green and climate-resilient jobs. These include work related to waste management, water conservation, urban forestry, renewable energy, rejuvenation of water bodies, and maintenance of public spaces. By linking employment generation with environmental goals, the framework aligns with India’s climate commitments and urban sustainability objectives.
The framework also emphasises public asset creation and maintenance, such as upgrading urban commons, improving sanitation infrastructure, digitisation of municipal services, and strengthening disaster-resilient infrastructure. Skill development and on-the-job training are integral components, enabling workers to transition into more formal and productive employment over time.
Institutionally, the NUEF highlights the role of Urban Local Bodies (ULBs) as implementing agencies, supported by State governments. It calls for convergence with existing schemes like AMRUT, Swachh Bharat Mission–Urban, and DAY-NULM to ensure efficient use of resources. Transparency, use of digital platforms, and social audits are recommended to enhance accountability.

The National Urban Employment Framework addresses urban livelihood insecurity while improving local infrastructure and service delivery. By combining employment generation with green growth and decentralised governance, it contributes to inclusive urbanisation and resilient city development.
