Uttar Pradesh Govt Approves ₹7,800 Crore Textile Cluster Projects

The Uttar Pradesh government has approved textile cluster projects worth ₹7,800 crore in Kanpur and Varanasi, marking a major push to strengthen the state’s industrial base, boost MSME growth and generate large-scale employment in the apparel and leather value chains. The decision aligns with the state’s broader strategy to position Uttar Pradesh as a leading hub for textiles, garments and allied industries.

The proposed textile clusters are designed to provide plug-and-play infrastructure, including common processing facilities, design centres, testing labs, logistics support and skill development institutes. By creating integrated industrial ecosystems, the government aims to reduce operational costs for small and medium enterprises while improving productivity, quality standards and global competitiveness.

Kanpur, traditionally known for its leather and textile industries, is expected to benefit from modernisation of its leather-based value chains, including footwear, accessories and finished apparel. The cluster is likely to attract both domestic and foreign investment, reviving legacy industries while promoting environmentally compliant and technology-driven manufacturing practices.

Varanasi’s textile cluster will build on the city’s rich heritage of handlooms and silk weaving, particularly Banarasi sarees. The project aims to combine traditional craftsmanship with modern design, branding and marketing support, enabling artisans and MSMEs to access national and international markets. Improved infrastructure and formalisation are expected to enhance incomes and ensure the long-term sustainability of traditional crafts.

According to government estimates, the projects are expected to generate significant direct and indirect employment, particularly for women and youth. Skill development programmes linked to the clusters will focus on tailoring, design, quality control, logistics and managerial skills, helping bridge the gap between traditional skills and modern industry requirements.

The initiative complements central schemes such as PM MITRA, PLI for Textiles and Make in India, while supporting Uttar Pradesh’s goal of becoming a $1 trillion economy. Experts view the approval as a timely intervention that can stimulate regional development, strengthen MSMEs and integrate Uttar Pradesh more deeply into global textile and apparel supply chains.
