Boosting domestic chip design ecosystem under Digital India Act framework

The Union Cabinet has approved a new incentive scheme to support fabless semiconductor startups, signalling India’s intent to move deeper into the global chip supply chain. The scheme offers design-linked incentives, grants for prototyping, and subsidised access to EDA tools. With geopolitical tensions reshaping electronics manufacturing, countries are focusing on securing chip ecosystems. India’s strategy emphasises design leadership rather than immediately competing with capital-intensive fabrication plants.
The policy aligns with the Digital India Act’s focus on trusted hardware and secure supply chains. It supports creation of IP cores, chipsets for IoT, automotive electronics, and telecom equipment. India’s strength in embedded systems and software engineering makes this a logical niche. The challenge will be retaining skilled chip designers domestically and ensuring prototypes progress to mass manufacturing. Coordination with global foundries such as TSMC and Samsung Foundry will be critical.
