Significant Changes in SEZ Regulations

Decrease in Minimum Land Requirement: Rule 5 has been modified to lessen the minimum land requirement for semiconductor and electronics component manufacturing SEZs from 50 hectares to 10 hectares.

Effect: This alteration reduces the entry threshold for companies aiming to establish operations in this vital sector, facilitating market entry for smaller participants.

Relaxation of Land Encumbrance Requirements: Rule 7 permits the Board of Approval to ease the stipulation of needing SEZ land to be free from encumbrances.

Effect: This adaptability will assist in addressing land acquisition obstacles for businesses.

Incorporation of Free Goods in Net Foreign Exchange (NFE) Assessments: Revised Rule 53 to permit inclusion of complimentary goods in the Net Foreign Exchange (NFE) assessments for SEZ units.

NFE represents the net sum of foreign exchange that a business generates from its exports (like selling goods or services to international markets) after subtracting its imports (such as buying goods or services from abroad).

Regarding Special Economic Zones (SEZs)

Definition: These are specified zones within a nation that function under distinct economic rules than the remainder of the country.

Objective: The main aim of creating SEZs is to stimulate swift economic development by attracting both local and international investment, enhancing exports, and creating job opportunities.

Legalization: India was among the initial nations in Asia to implement the EPZ model in 1965 with the Kandla EPZ. The Special Economic Zones Act was enacted in India in 2005 to establish a legal structure.

Baba Kalyani Committee (2018): Established to assess the SEZ policy and propose enhancements for its revitalization, such as ensuring WTO compliance, optimizing land use, and aligning it with other government initiatives.
