The state’s new master plan aims to expand digital access, upgrade facilities, fill teaching vacancies, and introduce skills-based learning to improve quality and support inclusive education across government schools.

Bihar has started shaping a comprehensive school improvement plan focused on digital learning, stronger infrastructure, and better academic quality across its government schools.
Education Minister Sunil Kumar outlined the broad contours of the master plan on Dec 9, highlighting that students will soon gain access to computer education and upgraded facilities.

He said the new government has intensified efforts to lift the standard of schooling under Chief Minister Nitish Kumar, adding that these measures have contributed to rising enrollment in government schools.
The minister said that teachers and students in all government schools will gradually receive digital platforms to support classroom learning, making technology a central element of the reform effort.
Sunil Kumar said the administration is working to equip every school with computer labs and tablets to support digital education, and the department is coordinating with districts to ensure the facilities are rolled out uniformly.
He also said recruitment under the TR-4 category will begin as soon as the STET results are released.
Districts have been directed to report vacancies, with teacher appointments expected to start after January, followed by the recruitment of librarians.
The minister highlighted that 1.09 crore students receive midday meals daily in government schools, supported by more than 214,000 cooks across the state.

He said the government remains committed to delivering nutritious meals, noting the scheme’s importance in sustaining attendance and supporting the health of schoolchildren.
He added that the state is working to make education more employment-oriented through skills-based learning so that young people can access jobs and become self-reliant.
According to Sunil Kumar, specialized provisions are also being planned for children with disabilities, and the government will appoint trained teachers to ensure inclusive and high-quality learning for them.
