A sweeping investigation into the recent labor unrest in Noida has revealed that a majority of those allegedly involved in violence, arson and stone-pelting were not factory workers, but outside elements. Of the 66 people arrested so far, 45 have been identified as non-workers, officials said.

The findings mark a major development in the Noida labor-company dispute, where protests spiraled into clashes and law-and-order disturbances in parts of the district.

According to officials, 17 people have been identified in connection with arson-related incidents, with 11 arrests made so far. Of those arrested, eight were found not to be laborers.

In a separate case linked to incitement of violence, authorities identified 32 suspects and arrested 19 of them.

Police have also arrested four individuals on conspiracy charges, alleging they played a central role in orchestrating the unrest.

Investigators said a total of 34 arrested persons were clearly identified as outsiders with no labor affiliation. Overall, the numbers indicate that non-workers played a significant role in the violence.

Preliminary findings have further suggested that some of those arrested may have links with Mazdoor Bigul and an alleged urban Naxal network. Authorities are probing these connections.

Following the developments, Uttar Pradesh Chief Minister Yogi Adityanath held a late-night video conference with senior officials to review the situation.

The Chief Minister directed authorities to take immediate and stringent action against those spreading rumors and misinformation, while ensuring continuous monitoring of social media platforms.

He also instructed officials to identify non-labor miscreants and display their photographs in public places.

According to a police statement, nearly 40,000 to 45,000 workers from multiple sectors gathered at over 80 locations across the commissionerate on April 13, disrupting normal activity and triggering security concerns in several areas.

Officials said the situation worsened at some locations, particularly in Sector-63 and near the Motherson company premises, where unruly groups allegedly turned violent.

Laxmi Singh said a group from outside the district entered border areas after workers had dispersed peacefully and attempted to trigger further unrest.

“After the laborers dispersed peacefully, a group from outside the district arrived in the areas bordering neighboring districts. They moved around attempting to incite tension and provoke violence. We have taken some members of this group into custody, and we are identifying the remaining individuals to initiate appropriate action against them,” she said.
