Meanwhile, behind the scenes, rare cordial exchanges unfolded—Prime Minister Narendra Modi and Congress leader Priyanka Gandhi shared tea and positive words, yet the urgent issue of Delhi’s air pollution remained conspicuously absent from the agenda.
