The University Grants Commission (UGC) on June 10 has released guidelines for public self-disclosure by Higher Education Institutions (HEIs).
The move is in line with the National Education Policy (NEP) 2020, which emphasizes transparent self-disclosure by HEIs.
The UGC, under the Ministry of Education, Government of India, believes that public self-disclosure is a fundamental principle of the NEP.
The policy envisages that HEIs should be responsible and accountable to stakeholders through transparent self-disclosure of all relevant records.
The availability of information in the public domain is a significant source of accountability.
Stakeholders in the higher education system, such as students, parents, research scholars, prospective students, regulatory bodies, accreditation agencies, alumni, and the public, often seek information from the websites of HEIs.
The UGC, in its 580th meeting held on May 15, approved the Guidelines on Public Self-Disclosure by Higher Education Institutions, 2024.
As per the guidelines, all HEIs are required to maintain a functional website to provide relevant information to stakeholders.
The information disclosed on the website should be easily accessible to everyone without any need for registration or login.
Additionally, there should be a 'Search' facility available for easy navigation.
The UGC has urged HEIs to take necessary measures to comply with the guidelines to ensure a fair and transparent system that will contribute to the growth of the Indian Higher Education system.
The UGC chief, Prof. Manish R. Joshi, emphasized that the guidelines are not mandatory but provide flexibility to HEIs that wish to increase their student intake and offer new programs in emerging areas.
To admit students twice a year, HEIs must make suitable amendments to their institutional regulations.
The guidelines on public self-disclosure by HEIs are expected to enhance transparency, accountability, and efficiency in the Indian higher education system, aligning it with global standards.
