The University Grants Commission reminds higher education institutions to adopt 2022 guidelines enabling up to 25% additional seats for international students and to report their enrolment data.
The University Grants Commission (UGC) has directed all higher education institutions (HEIs) across the country to submit details of foreign students currently enrolled in their programs.
In a circular issued recently, the UGC also reminded HEIs to implement the 2022 guidelines that permit the creation of up to 25% supernumerary seats exclusively for international students, over and above the sanctioned intake for undergraduate and postgraduate courses.
Highlighting the importance of this move, UGC Secretary Manish R. Joshi said, “Subsequently, in order to facilitate the internationalization of Indian HEIs, the University Grants Commission has framed the guidelines for admission and creation of supernumerary seats for international students in undergraduate and postgraduate programs in HEIs in India. The guidelines were circulated earlier by UGC to all HEIs for their implementation on September 30, 2022.”
He emphasized that this effort aligns with the broader goals of the National Education Policy (NEP) to enhance the global footprint of Indian higher education.
“The implementation of the 2022 guidelines will facilitate smooth and viable admission of international students and will create a favorable environment to make India a preferred destination for international students,” Joshi said.
The 2022 framework enables Indian HEIs to admit international students based on the equivalence of their entry qualifications, which should be verified by the UGC, its recognized bodies, or the relevant regulatory authorities.
“HEIs may adopt a transparent admission process for admitting international students,” the UGC circular noted.
Joshi urged institutions to adopt the guidelines “in letter and spirit” and contribute to India’s vision of becoming an attractive center for global learners.
