Engineers behind walls of wealth as Odisha vigilance busts crores in hidden assets

Assistant engineers in Bhubaneswar found hoarding flats, cash, gold and land far beyond known income.

What began as a routine vigilance probe into an assistant engineer’s assets in Bhubaneswar has spiraled into the unraveling of an alleged empire of hidden wealth, luxury real estate, and financial irregularities that point to deep-rooted corruption within Odisha’s public works machinery.

Odisha Vigilance officials raided the residence and properties linked to Raja Kishore Jena, Assistant Engineer with Roads and Buildings Division-III. The operation revealed that Jena not only owned extensive assets — including two four-storey buildings, seven residential flats, four commercial establishments, and nine prime land plots — but also had financial ties to a colleague, Ashok Kumar Panda, who now stands similarly implicated.

During the initial probe into Jena’s assets, investigators discovered that he and Panda had jointly purchased a 4-BHK flat in the upscale Cosmopolis apartments at Khandagiri. Though registered in the names of their wives, the shared ownership prompted officials to expand their scrutiny to include Panda’s financial affairs.

On July 28, when vigilance officials attempted to search the Cosmopolis flat, they found it locked from the outside. Suspicion deepened after repeated calls to Panda went unanswered. When the team returned later to seal the flat, they found Panda inside with his wife and daughter — having deliberately locked the door from the outside to avoid the raid. He later surrendered to officials, allowing the search to proceed.

What followed was a startling discovery. A bag dangling from a window outside the flat contained ₹1 lakh in cash, an iPhone, gold ornaments weighing 60 grams, a 10-gram silver coin, land documents, a vehicle key, and other incriminating materials.

Investigators later confirmed that Panda possessed assets grossly disproportionate to his known sources of income — by an estimated 213%.

Subsequent raids across properties linked to Panda uncovered a sprawling network of real estate assets, including:

  • Three commercial shops: Units at Utkal Kanika Galleria in Kalpana and Symphony Mall in Pahal.
  • Multiple flats: A ₹30 lakh 3-BHK apartment at Vipul Garden, Bhubaneswar, and a ₹32 lakh flat at Royal Habitat in Jatani.
  • Standalone houses: A four-storey residence in Somnath Nagar and a three-storey house in Dumduma Housing Board Colony.
  • Vehicles and savings: A Volkswagen Polo (OD 02 T-8607) and ₹17 lakh in postal savings across three accounts.

The flat in Cosmopolis, jointly owned with Jena, remains under probe, as officials attempt to trace the money trail behind its purchase and Panda’s vast portfolio.

Jena, too, remains under intense scrutiny as authorities continue piecing together the financial puzzle behind the engineers' lavish lifestyles, hidden wealth, and real estate investments.

The investigation is ongoing, with officials saying more seizures and revelations could follow.
