The proposed legislation aims to penalize arbitrary fee hikes by private schools, with fines starting at ₹1 lakh and increasing sharply for delays and repeated violations, officials said.
The Delhi government will introduce a bill in the upcoming Monsoon Session of the Assembly to control arbitrary fee hikes in private schools, Chief Minister Rekha Gupta said on Aug 2.
The proposed legislation is based on an ordinance cleared by the Cabinet on April 29 and includes penalties for schools that increase fees without approval.
A first-time offense will attract a fine between ₹1 lakh and ₹5 lakh, while repeat violations will lead to penalties between ₹2 lakh and ₹10 lakh.
If a school fails to refund excess fees within the specified timeline, the fine will double after 20 days, triple after 40 days, and continue to rise for every 20-day delay.
Persistent violations may result in school officials being barred from management roles or from proposing future fee hikes.
“The Delhi govt will table the education bill to regulate fee hikes by private schools in the monsoon session of the Assembly beginning from August 4,” Gupta said.
She also announced that the Delhi Legislative Assembly will operate as a paperless e-Vidhan Sabha going forward.
“It is a matter of happiness that the Delhi Legislative Assembly will now be paperless. We have also developed the assembly as a model legislative assembly, as it is completely dependent on solar power now,” she said.
Efforts are also underway to make the Delhi Secretariat paperless, as part of the government’s broader push for digital and sustainable administration.
“We are taking policy decisions to make Delhi developed,” the chief minister added.
