What is the Naxalite Movement?
Origin: The Naxalite movement originated in 1967 in Naxalbari, West Bengal, as a radical leftist revolt advocating for the rights of tribal and landless populations.
Geographic Spread: The insurgency has expanded throughout the region known as the Red Corridor, which includes parts of Chhattisgarh, Jharkhand, Odisha, Maharashtra, West Bengal, Andhra Pradesh, Telangana, Madhya Pradesh, and Kerala.
Approach Adopted: Naxalites utilize guerrilla tactics, target state institutions, extort local communities, and frequently recruit minors. They assert that they are fighting for marginalized groups, yet they often employ violent strategies.
Consequences of Naxalism
Political Consequences: Naxalism erodes state authority and undermines democratic institutions in the regions it affects. It also creates governance vacuums, complicating administration and law enforcement efforts.
Economic Consequences: The movement disrupts economic activities, including agriculture and infrastructure projects. It leads to increased government expenditure on security, thereby limiting available funds for development and deterring private investment.
Social Consequences: Naxalism cultivates fear, distrust, and a sense of alienation among marginalized communities. The interruption of educational and healthcare services, particularly in remote areas, results in significant setbacks in human development.
Improvements in India’s Fight Against Naxalism
Reduction in Affected Districts: The number of districts impacted has decreased from 126 in 2010 to only 38 in 2024, indicating effective containment of Left-Wing Extremism (LWE) zones.
Drop in Violence: Incidents of violence related to LWE have fallen by 81%, from 1,936 in 2010 to 374 in 2024.
Reintegration into the Mainstream: Areas affected by LWE are increasingly witnessing enhancements in education, healthcare, connectivity, and governance. Over 8,000 Naxalites have surrendered in the past decade.
Government Initiatives
Security Related Expenditure (SRE) Scheme: This initiative operates as a component of the broader 'Modernization of Police Forces' program. The Central Government provides reimbursement for security-related expenses in districts affected by Left Wing Extremism (LWE) and those designated for oversight.
SAMADHAN Strategy: This strategy encompasses a holistic approach that includes Smart Leadership, an Aggressive Strategy, Motivation and Training, Actionable Intelligence, Dashboard-Based Key Performance Indicators (KPIs) and Key Result Areas (KRAs), the Utilization of Technology, tailored Action Plans for each region, and restrictions on access to financing.
Scheme of Fortified Police Stations: Over the past decade, 612 fortified police stations have been established in areas impacted by LWE.
Aspirational District: The Ministry of Home Affairs is responsible for overseeing the Aspirational Districts program in 35 districts affected by LWE.
Focused Developmental Assistance: Special Central Assistance (SCA) amounting to ₹30 crore for the most severely affected districts and ₹10 crore for Districts of Concern is addressing infrastructure deficiencies.
Way Forward
Community Engagement: Foster confidence-building initiatives and strengthen tribal institutions.
Employment and Education: Equip the youth with skills, educational opportunities, and job prospects to disrupt the recruitment cycle.
Technological Integration: Improve intelligence, surveillance, and communication through the adoption of advanced technology.
