Strengthening Price Assurance and Equity in Agricultural Markets

A Parliamentary Standing Committee has reviewed the existing Minimum Support Price (MSP) procurement mechanism and put forward a series of recommendations aimed at making the system more inclusive, efficient, and regionally balanced. The review comes amid persistent concerns over farmer income instability, uneven procurement across states, and limited crop coverage under MSP operations.
MSP is a key policy instrument to protect farmers from price volatility and ensure remunerative returns for agricultural produce. However, the Committee noted that effective procurement is largely concentrated in a few crops—primarily wheat and rice—and in a limited number of states. This has led to regional imbalances and excluded a large section of farmers, particularly those cultivating pulses, oilseeds, and coarse cereals.

To address these gaps, the Committee recommended wider crop coverage under MSP procurement, especially for nutritionally important and climate-resilient crops. Expanding procurement beyond cereals would support crop diversification, reduce excessive reliance on water-intensive crops, and align agricultural production with nutritional security goals.
The Committee also emphasised decentralised procurement, urging greater involvement of State governments, cooperatives, Farmer Producer Organisations (FPOs), and local agencies. Decentralisation is expected to reduce logistical bottlenecks, improve outreach to small and marginal farmers, and make procurement more responsive to local cropping patterns.
Further, the panel highlighted the need for stronger market linkages and infrastructure, including better storage facilities, warehousing, grading, and transportation. Integration with digital platforms such as e-NAM and improved price discovery mechanisms were suggested to complement MSP procurement and reduce farmers’ dependence on distress sales.
The Committee also called for timely payments to farmers and greater transparency in procurement operations to build trust and improve effectiveness.

The recommendations aim to enhance income stability for farmers while reducing regional and crop-based disparities. By reforming MSP procurement, the measures support sustainable agriculture, promote diversification, and strengthen the resilience of India’s agrarian economy.
