An Overview of India-Russia Relations: A Historical Perspective: In 1947, India and the USSR established diplomatic ties shortly before India achieved independence in August of that year. During the Cold War (1947-1991), the USSR became a steadfast ally for India, particularly in the face of Western antagonism.
The signing of the Treaty of Peace, Friendship, and Cooperation in 1971 marked the beginning of a strategic partnership. Following the Soviet Union's dissolution in 1991, India recognized the Russian Federation. In 1993, the Treaty of Friendship and Cooperation was established, followed by the Declaration of Strategic Partnership in 2000.
The Multi-Dimensional Cooperation Framework, formalized in 2010, solidified the Special and Privileged Strategic Partnership between India and Russia, which has since evolved to encompass not only military collaboration but also economic, energy, space, and educational initiatives.
Key Areas of Cooperation include Trade and Economic Relations, with bilateral trade projected to exceed US$60 billion in 2024-25, up from $50 billion in 2023-24. Major imports from Russia consist of crude oil, coal, fertilizers, and defense equipment, while exports to Russia include pharmaceuticals, electronics, iron and steel, tea, and coffee. Strategic and Defense Cooperation features significant projects such as the INS Tushil, S-400 Triumf missile systems, INS Vikramaditya, the production of the AK-203 Rifle, BrahMos Missile, submarines, tanks, and aircraft.
The India-Russia Inter-Governmental Commission on Military-Technical Cooperation (IRIGC-MTC) plays a crucial role in coordinating procurement, servicing, and joint research and development programs. In terms of Political Support and Multilateral Forums, Russia has consistently backed India's bid for permanent membership in the United Nations Security Council (UNSC) and both nations collaborate within BRICS, SCO, and G20 to advocate for a multipolar global order. Additionally, Russia supports India's Act Far East Policy and its engagement in the Indo-Pacific region.
Energy Security and Nuclear Collaboration: The Kudankulam Nuclear Power Plant in Tamil Nadu exemplifies India's nuclear energy initiatives. In the fiscal year 2023-24, Russia emerged as India's fourth-largest trading partner, primarily due to discounted oil imports, which constitute over 35% of India's crude oil supply.
This trend is anticipated to surpass imports from Saudi Arabia and Iraq. In the realm of Space and Technology Partnerships, both nations are pursuing collaborations in satellite navigation and human spaceflight. They have reached an agreement on the interoperability of GLONASS and NavIC systems. Additionally, emerging areas of cooperation encompass cybersecurity and artificial intelligence, focusing on digital transformation, AI-driven surveillance, and defense technology research and development.
However, several concerns and challenges persist. Geopolitical pressures arise from Russia's increasing alignment with China, India's regional adversary, which has raised alarms within India. Furthermore, India's strategic alliances with Western nations, particularly the United States, complicate its relationship with Russia. Payment mechanisms pose a significant challenge due to Western sanctions on Russia, which limit banking options.
The delay in the delivery of the S-400 Triumf air defense system, attributed to the Ukraine conflict and associated sanctions, has also raised apprehensions within Indian defense circles. India's attempts to diversify its defense procurement sources may affect its dependence on Russian military supplies. The Ukraine conflict has drawn criticism from Western allies regarding India's neutral position, while Russia anticipates greater support from India. This conflict has also disrupted global supply chains, impacting bilateral trade. In conclusion, as India and Russia celebrate 78 years of diplomatic relations, their partnership exemplifies a resilient model of strategic pragmatism.
Transitioning from Cold War allies to 21st-century strategic partners, their journey illustrates adaptability, trust, and mutual benefit. Despite evolving global dynamics, the India-Russia relationship is expected to remain robust, with new opportunities in trade, technology, and defense collaboration.
