Source & Ministry Engaged:
Brought up according to the Home Guards Act, 1962.
Falls under the Ministry of Home Affairs (MHA), working in conjunction with State Governments.
Seven states have granted authorization: Meghalaya, Tripura, Assam, West Bengal, Punjab, Rajasthan, and Gujarat (currently functioning only in Rajasthan).
Goal / Targets:
Support standard troops by communicating intelligence, assisting with patrols, and upholding peace and order.
Engage the border community for safety and collective watchfulness.
Assist with logistical tasks and disaster response in times of crisis.
Main Characteristics:
Voluntary Force: Individuals signed up for 3–4 years.
Compensation & Training: Centre covers 25% of expenses; daily earnings ₹800–900, similar to constable wages.
Strength: 2,279 active personnel in Rajasthan (2025).
Played an essential part in Operation Sindoor, demonstrating proficiency in on-the-ground intelligence and communication.
Importance:

Force Multiplier: Enhances Army and ITBP presence over the 3,488-km LAC.
Community Integration: Fosters relationships with residents and serves as a link between the community and law enforcement.
Affordable: Utilizes local workforce with little infrastructure requirement
