Antonio Tajani, the Deputy Prime Minister of Italy, traveled to India to enhance the collaborative relationship between the two countries

The two nations engaged in discussions aimed at enhancing collaboration in areas such as trade, defense, clean energy, and technology, with particular emphasis on the India-Middle East-Europe Economic Corridor (IMEEC). There is a strong focus on strengthening India-Italy relations within the framework of the Joint Strategic Action Plan (JSAP) for the years 2025-2029.

India-Italy Relations

Historical Connection: Italy’s port cities historically functioned as vital points along the ancient spice trade route, connecting the East with the Mediterranean. The travels of Venetian merchant Marco Polo to India in the 13th century illustrate the enduring civilizational ties between these regions.

Diplomatic Relations: India and Italy established diplomatic relations in 1947, rooted in their historical links and shared cultural values. In 2023, the two countries upgraded their relationship to a Strategic Partnership. The Joint Strategic Action Plan for 2025-2029, initiated in 2024, represents a significant advancement in their bilateral ties. Italy's withdrawal from China's Belt and Road Initiative (BRI) in 2023, after being the only G7 member to sign, aligns with India's concerns regarding China's expanding influence in Europe and the Indo-Pacific.

Economic Collaboration: In the fiscal year 2023-24, bilateral trade reached $13.220 billion, with Indian exports amounting to $7.94 billion. Italy ranks as India’s fourth largest trading partner within the EU and is positioned 17th in terms of foreign direct investment (FDI) inflows into India from 2000 to 2023.

Defense Collaboration: The Indian Naval Ship (INS) Sumedha took part in a Passing Exercise (PASSEX) with the Italian Ship (ITS) Morosini off the coast of Sardinia in 2023. Additionally, the Italian Navy participated in the MILAN 2024, a multinational naval exercise organized by India in 2024.

Multilateral Cooperation: Both countries advocate for multilateralism, with Italy joining significant Indian-led initiatives such as the International Solar Alliance (ISA), the Global Biofuel Alliance (GBA), and the India-Middle East-Europe Economic Corridor (IMEEC).

Cultural Diplomacy: Cultural exchanges, ranging from yoga to Italian cuisine, foster a distinctive bond between India and Italy. The Executive Programme on Cultural Cooperation for the period 2023-2027 was formalized in 2023.

Indian Diaspora: The Indian population in Italy is estimated to be around 200,000, which includes Persons of Indian Origin (PIOs). In 2023, the Migration and Mobility Partnership Agreement (MMPA) was established to promote safe and legal migration for seasonal and non-seasonal workers, researchers, professionals, and academics.

Challenges:

Structural Trade Barriers: Non-tariff barriers, regulatory delays, and logistical issues hinder the potential for trade expansion between the two nations.

Italian Marines Case (2012): This incident led to diplomatic tensions, raising concerns about national sovereignty and legal jurisdiction, which affected defense relations.

Differing Policies on Military Sales: Italy's military equipment sales to Pakistan have created a perception of differing defense policies between the two countries.

Way Forward:

Joint Strategic Action Plan 2025–2029: Effective implementation of this plan can unlock opportunities in trade, innovation, education, defense, and sustainability.

Enhance Innovation and Start-Up Collaborations: Create joint incubation centers and technology parks that focus on artificial intelligence, green energy, biotechnology, and space exploration.

Simplify foreign direct investment (FDI) processes and regulatory frameworks to create a more stable and investor-friendly climate for Italian investments in India and Indian enterprises in Italy.

During the Italy-India Business, Science, and Technology Forum, Italy highlighted the importance of strengthening cooperation in artificial intelligence, supercomputing, defense, innovation, and space technology. India also emphasized new collaborative opportunities in fashion, luxury goods, pharmaceuticals, food processing, green technology, tourism, and manufacturing.
